 1906年，清政府召百官以开法政学堂。陕甘总督升允上表奏折《奏为甘肃遵设立法政学堂酌拟办法折》建议甘肃设立法政学堂。

In 1906, the Qing Dynasty government convened its officials to discuss erecting a law and politics school. In response to the imperial order, Sheng Yun, the Shaanxi-Gansu Governor submitted a memorial to the throne proposing the establishment of such an institution in Gansu province.

 1909年，经清政府学部同意，将甘肃法政馆改称为甘肃官立法政学堂，校址为省城西大街。甘肃官立法政学堂的设立，标志着百年兰大的正式诞生。

In 1909, with the approval of the Education Ministry of the Qing Dynasty, Gansu Law and Politics School was set up on the West Street of Lanzhou, which marked the beginning of Lanzhou University.

 甘肃官立法政学堂的设立也为当时贫困落后、民智未达的甘肃引入现代文明之光，开启西北高等教育之先河，并自此立于一隅，却仍胸怀天下。当时学堂设有讲习科与法律别科，一别旧往官员培训机构，以高等专科学校之姿重新面世。

Gansu Law and Politics School brought a light of civilization to the poor and backward Gansu province by ushering in modern higher education in the Northwest China. Although located in a remote area, it never wavered in its determination to serve the country. At that time, the school offered seminars and programs on law studies as a modern educational institution as opposed to an old-fashioned one for training officials for the feudal government.

 1913年秋，蔡大愚正式任命为我校校长，知难不畏、真儒尽节，其所撰《学校成立记》为建校初期的珍贵史料，“肃然兴学务，俯首育生徒。”

In 1913, Cai Dayu was appointed as head of the school. He was an erudite scholar and a committed leader who worked tirelessly for the education cause despite veracious adversities. In Cai’s work Recording the Establishment of the Institution, he announced that “we should work relentlessly to promote education and cultivate talents.”

      再细读法专时期《斋室规则》，足以窥得当时建学条件之艰、宿舍管理之严苛，亦为培养人才、规范学生品格提供了参本。这也为我校“勤奋、求实、进取”之校风奠定了基础。

    A close look at the school regulations during that period can reveal the fact that the institution was managed very strictly so as to maintain high standard of talent cultivation despite very difficult circumstances. This laid a solid foundation for the school spirit of “diligence, pragmatism and progressiveness”.

    “愿君学长松，慎勿作桃李。”这一时期的兰州大学以萤烛之火，漫步于西北风沙与国之危难之中。九天之志，萤烛亦希日月之光。壁立万仞，自此文脉复河陇。

  The school spirit encourages our students in all times to aspire after lofty goals like a pine rather than a flower that is good-looking but easy to rot. During that time period, the predecessor of Lanzhou University strove in solitude in a region stricken by sand-storm and illiteracy with a firm determination to train talents for the province and the country threatened by foreign invasion, shining a light of civilization like a star.
