Fuyao Glass America Inc., a subsidiary of Fuyao Group, a leading
automotive glass manufacturer, seeks an Employee Health & Safety
Manager.
Works with and through management, to ensure compliance
with safety and environmental procedures and to assist in the
achievement of profitability/productivity requirements.
Essential responsibilities of this position include but are not limited to the following:
Inspect
and evaluate workplace environments, equipment, and practices, in order
to ensure compliance with safety standards and government regulations.
Exhibit
and practice Zero Harm. Be a company representative to the safety
culture and assure that all site personnel, including contractors,
follow and practice the culture.
Lead development,
implementation, and management of the site Environmental Health and
Safety (EHS) program to meet all Fuyao and regulatory requirements.
Develop
and maintain EHS systems and implement a program of both comprehensive,
as well as focused, EHS audits to ensure the facility is adhering to
all regulations, corporate requirements, and facility best practices.
Maintain
a thorough understanding of pertinent codes, governing regulations, and
industry practices related to environmental, health, and safety.
Collaborate
with key staff to institute control and remedial measures for hazardous
and potentially hazardous conditions or equipment.
Conduct safety training and education programs, and demonstrate the use of safety equipment.
Lead
investigation of accidents, incidents, and near misses to identify
causes and to determine how such accidents might be prevented in the
future. Compiles and submits required OSHA accident reports.
Assist
management in development and reporting of EHS performance metrics to
facilitate continuous, ongoing improvement of the EHS efforts and
results.
Requires:
Bachelor's Degree in Occupational
Safety, Chemistry, Natural Sciences, Engineering, or related field with
10 + years related experience.
RCRA, OSHA training certificates.
Must have a level of proficiency with Internet, Email, and Microsoft programs.
Prior experience in a manufacturing facility.
Understanding administration of other plant functions.
Experience
with local regulatory compliance, applying for and obtaining
environmental permits, permit compliance, and regulatory reporting.
Management
of all operating permits and reporting to include EPA RCRA part B,
NPDES (storm water and discharge), air. DHS, DOT, SARA and EPA
registrations.
Manage daily NPDES discharge.
Lead hazops, what ifs and risk assessments for site.

Fuyao’s environmental health and safety manager, John Crane, is no
longer with the company, said Ken Montgomery, director of the
Cincinnati-area OSHA office.
The company has now been cited for four new alleged safety
violations, some of which are divided into multiple allegations. OSHA
has proposed total fines of $37,843, according to a letter to the
company from OSHA dated June 12.
Asked if these citations represent a step backwards for Fuyao, Montgomery said, “I don’t know what their plan is at this point.”
He said the company is required to meet with OSHA
representatives quarterly, and the next meeting is scheduled for the
first week of August.
Fuyao has 15 working days from receiving the citation to
request an informal conference contesting the allegations, should
company leaders choose to go that route.
Messages seeking comment were left with a Fuyao spokesperson and attorney, as well as Crane.
One citation alleges that in February, a Fuyao furnace operator
was exposed to a possible fall while climbing on a three-foot-tall
furnace.
Another citation says Fuyao had not evaluated furnaces to
determine whether they were “permit-required confined spaces.” A third
says the company had not ensured that workers entering a furnace had
received training on working in permit-required confined spaces.
And a fourth citation says a worker who was servicing a furnace
was not required to lock out a device from an energy source — ensuring
that it could not be powered on. The citation said that in February an
employee had entered a furnace without first locking out the space or
verifying that electrical power was shut off before working on the
machine.
And another citation alleges that a print operator was exposed to a hazard, due to the lack of a safeguard.”
Since 2014, Chinese industrialist and Fuyao Glass Industry
Group Chairman Cho Tak Wong has transformed the former General Motors
plant in Moraine into what the company says is the world’s biggest auto
glass manufacturing site, with about 2,000 employees.
