国际工程价格和付款（contract price and payment）是承包商进行合同谈判和管理最为关注的部分，本文从服务承包商的角度将要点归纳如下：
（1）承包商在开工日期后28天内，应向工程师（Engineer）提交资料表（Schedules）中所列每项总价的建议分类细目（a proposed breakdown of each lump sum price）。
（2）在EPC合同条件下，如果按照提供的数量或完成的工作（quantity supplied or work done）对部分工程付款，则在专用条款（Particular Conditions）中必有适当的规定。
（3）预付款总额（total advance payment）、分期预付的次数和时间安排（timing and number of instalments）以及适用的货币和比例（appropriate currencies and proportions），应在投标书附录中作出规定。
（4）履约保函（performance bond）和预付款保函（advance payment bond）应由经雇主批准国家的实体（entity）按专用条款所附格式签发，金额、币种和比例应符合规定要求。
（5）如果在预付款保函期满日期前28天内，承包商没有付还全部预付款且未能将该保函延期（extend the duration of bond），则雇主有权催兑保函（call or cash the bond）。
（6）在每个月末后，承包商应按工程师批准的格式，向其提交一式六份报表（a statement in six copies）和按规定编制的相关进度报告（progress report）的证明文件（supporting documents）。
（7）如果合同未包含付款计划表（schedule of payments），承包商应每个季度（during each quarterly period）提交其预计应得的无约束性估算付款额（non-binding estimates of the payments）。第一次估算应在开工日期（commencement date）后42天内提交。
（8）如果要对生产设备或材料（plant or materials）在其并入永久工程（permanent works）前给予付款，应按确定的生产设备和材料（包括已装运和运至现场途中的物品）的费用的80%计算。
（9）雇主在收到并认可履约担保前，不确认或办理付款（certify or pay the amount）。工程师（Engineer）应在收到承包商（Contractor）有关报表和证明文件后28天内，向雇主（Employer）发出期中付款证书（interim payment certificate）。
（10）在签发工程接收证书（Taking-Over Certificate）前，工程师无需签发金额（在扣除保留金和其他扣减额后）少于投标书附录中规定的期中付款证书的最低额（如果有）的期中付款证书。
（11）承包商要在其报表和证明文件被工程师收到后28天内得到通知，并有权从工程师那里得到期中付款证书的副本。
（12）雇主向承包商支付首期预付款（first instalment of advance payment）的时间应在中标函（Letter of Acceptance）颁发后42天或收到承包商提交的履约保函（Performancebond）和预付款保函（advancepayment bond）后21天，两者中较晚的日期内。
（13）支付每期报表的应付款额的时间应在收到有关报表（statement）和支持文件（supporting documents）后56天内。
（14）支付应付的最终款额（final amount due）的时间应在收到承包商提交的最终报表（final statement）和书面结清证明（written discharge）后42天内。
（15）如果承包商没有在规定的时间内收到付款，承包商应有权就未付款额按月计算复利（compounded monthly）收取延误期的融资费用（financing charges）。该融资费用应以高出付款货币国家中央银行的贴现率（discount rate）3%的年利率进行计算；融资费用应按规定的支付日期（而不是期中付款证书的日期）算起。
（16）当颁发工程接收证书时，工程师应确认将保留金（retention money）的前一半付给承包商。如果对某单位工程或部分工程（a section or part of work）颁发了接收证书，保留金应按一定比例予以确认和支付。此比例应是该单位工程或部分工程估算的合同价值除以估算的最终合同价格所得比例的40%。在EPC合同条件下，如果合同中没有规定保留金的百分比，则可以通过双方谈判来确定该百分比。
（17）承包商应在收到工程接收证书后84天内，按照“期中付款证书的申请”的要求向工程师递交竣工报表并附支持文件，一式六份。
（18）承包商应在雇主退回履约证书（performance certificate）后56天内，向工程师提交按其批准的格式编制的最终报表草案（draft final statement），并附支持文件，一式六份。
（19）承包商在提交最终报表时，应提交一份书面结清证明（written discharge）。结清证明的范例格式：We……hereby confirm, in the terms of Sub-Clause 14.12 of the Conditions of Contract, that the total of the attached Final Statement, namely……,represents the full and final settlement of all moneys due to us under or in connection with the Contract. This disclosure shall only become effective when we have received the Performance Security and the outstanding balance of this total of the attached Final Statement.
（20）工程师在收到承包商的最终报表和结清证明后28天内，应向雇主发出最终付款证书。
（21）支付货币应服从于合同协议书（Contract Agreement）或投标书附录（Appendix to Tender）中可能包含的规定；如果投标书附录未说明汇率，应采用基准日期（Base Date）当天工程所在国中央银行确定的汇率。
