ICCPS 2024| Anders R. Villadsen:the Importance of Top Management Teams in Public Organizations: Evidence and Future Research Directions


6月15日,安德斯·维拉德森教授发表了题为“公共组织中高层管理团队的重要性:证据与未来研究方向”的主旨演讲,该发言聚焦公共组织中的高层管理者。维拉德森教授提出,他的研究发现,尽管长期以来公共管理研究探讨了大量的与领导力相关的活动,但是公共组织中的高层管理者,包括市长、高级行政官员以及大学校长等,尚未受到研究者足够的关注。因此,他关注两个重要问题:高层管理者在文献中是如何被研究的?该主题未来包含哪些研究方向?

维拉德森教授在研究中定义的高层管理人员并非类似于国家元首的人员,而是在公共组织中相对独立且占据高级职务的人员。这些人员主要是负责组织运行和政策执行的行政人员,而不是政治家。同时他强调,高层管理活动的成功并非个人努力的成果,而是需要依靠一个高层管理团队。那么高层管理者为什么重要呢?首先,因为这个群体在新公共管理运动所推动的改革中,对于改善公共组织的治理绩效正在变得愈发重要。其次,对私人企业的研究正在关注相似的领域,这为新的理论创新提供了可能。然而,在对公共组织的研究中尚未出现对高层管理者的关注。

维拉德森教授在一份对相关研究所引用的文献的统计结果中指出,在现有关于高层管理者的文献中,绝大多数成果来自于商业管理的学科,而公共行政学科对该问题的研究则远远不足。然而,根据高层梯队理论的解释,高层管理者的观点和价值十分重要并引领着整个组织。只有了解他们,我们才能理解组织如何运作、如何产生成果。

因此,对该领域进行深入研究是非常有必要的。维拉德森教授及其合作者对该领域中的文献进行了检索分析,结果显示相关研究的数量正在增加。这符合他关于高层管理者正在发挥越来越重要作用的预期。同时,基于系统理论,他将该领域的文献进行了分析与整合。他发现环境因素是影响高层管理活动的背景,而高层管理研究可以划分为5种类别,包括对个人高层管理者的研究,也包括对高层管理团队的研究,还包括对决策的研究、人际关系的研究以及任务相关和信息化的研究,以及12种子类别。这些研究最终聚焦于两种不同的结果,分别是个体层面的结果和组织层面的结果。进一步来说,从系统理论的动态角度看,这些结果又将形成下一轮的“输入”,影响随后的高层管理活动。接下来,维拉德森教授从输入、特点、过程和结果四个方面比较了公共组织中担任最高职位的高层管理者与在私营企业中担任最高职务的差异。最后,维拉德森教授提出该话题是公共行政与其他相关学科的一个重要桥梁,也希望该话题能够启发其他相关的研究。同时他呼吁开展更多的国际比较研究以帮助更好地理解该话题。

On June 15, Professor Anders R. Villadsen delivered a keynote speech entitled “The Importance of Top Management Teams in Public Organizations: Evidence and Future Research Directions”, which focused on top managers in public organizations.

Professor Villadsen pointed out that his research found that although public management research has discussed a large number of leadership related activities for a long time, the top managers in public organizations, including mayors, senior administrative officials and university presidents, have not been paid enough attention by researchers. Therefore, he focuses on two important issues: how are top managers studied in the literature? What are the cutting-edge research directions in this topic?

The top managers defined by Professor Villadsen in his research are not similar to the heads of state, but rather relatively independent and occupy senior positions in public organizations. These personnel are mainly administrative personnel in charge of organization operation and policy implementation, not politicians. At the same time, he stressed that the success of top management activities is not the result of individual efforts, but depends on a top management team. So why is top management important? First of all, this group is becoming increasingly important to improve the governance performance of public organizations in the reform promoted by the new public management movement. Secondly, the research on private enterprises is focusing on similar fields, which provides the possibility of new theoretical innovation. However, in the study of public organizations, there has not been any concern about top managers.

In a statistical result of the literature cited by relevant research, Professor Villadsen pointed out that in the existing literature on top managers, the vast majority of achievements come from the discipline of business management, while the research on this issue in the discipline of public administration is far from enough. However, according to upper echelon theory the views and values of top managers are of great importance and guide the entire organization. Only by understanding them can we understand how the organization operates and produces results.

Therefore, it is very necessary to conduct in-depth research in this field. Professor Villadsen and his co-author Dr. Huang Ting searched and analyzed the literature in this field, and the results showed that the number of relevant studies was increasing. This is consistent with his expectation that top managers are playing an increasingly important role. At the same time, based on the system theory, he analyzed and integrated the literature in this field. He found that environmental factors are the background of top management activities, and top management research can be divided into 5 categories, including individual top managers, top management teams, decision-making, interpersonal relationships, and task-related and informational management, and 12 sub-categories. These studies finally focus on two different results, which are the individual outcomes and the organizational outcomes. Further, from the dynamic perspective of system theory, these results will form the next round of “input” and affect the subsequent top management activities. Next, Professor Villadsen compared the differences between the top managers in public organizations and those in private enterprises in terms of inputs, attributes, processes and outcomes. Finally, Professor Villadsen proposed that this topic is an important bridge between public administration and other related disciplines, and hoped that this topic could inspire other related research. He also called for more international comparative studies to help better understand the topic.

Anders R. Villadsen博士是奥胡斯大学管理系公共管理教授。十多年来,他一直是位于北京的中国-丹麦中心(SDC)的成员。直到2024年1月,Villadsen教授一直担任《公共行政研究与理论》(JPART)杂志的副主编。他的研究重点包括公共财政管理、组织行为和公共部门领导。他的研究发表在包括《公共行政》(PA),《公共行政评论》(PAR),《管理与组织评论》(MOR),《公共管理评论》(PMR)等在内的重要期刊上。

Dr. Anders R. Villadsen is a Professor in Public Management in the Department of Management at Aarhus University. For more than 10 years he has also been part of the Sino-Danish Center (SDC) located in Beijing. Until January 2024, Prof. Villadsen served as an Associate Editor for the Journal of Public Administration Research and Theory (JPART). His research focuses on public financial management, organizational behavior, and public sector leadership. His work has been published in leading journals, including Public Administration, Public Administration Review, Management and Organization Review, and Public Management Review, among others.
