The 4th Sino-French Urban Sustainable Development Forum and Investment Promotion for Fortune 500 and Global Established Enterprises · Special Seminar on Sino-French Wuhan Ecological Demonstration City was unveiled in Caidian, Wuhan on September 27, 2017. The forum was highly valued by Wuhan Municipal People’s Government and Consulate General of France in Wuhan. Mr. Chen Yixin, Deputy Party Secretary of the CPC Hubei Provincial Committee and Party Secretary of the CPC Wuhan Municipal Committee, and Mr. Olivier Guyonvarch, Consul General of France in Wuhan attended and addressed the forum. Other participants included Mr. Wan Yong, Mayor of Wuhan, Mr. Liu Ziqing, Party Secretary of Caidian District, Wuhan and Mr. Philippe Bouyoux, Minister-Counsellor for Economic Affairs of French Embassy in China.
As the PIC of strategic planning program for Sino-French Wuhan Ecological Demonstration City ("the City"), Ms. Clare Ma, Deloitte China Public Sector Leader, released the strategic positioning and industry planning of the City at this forum. She introduced that the City would focus on establishing various identities including “Sino-foreign cultural integration model, world-class new city model of sustainable development and Sino-French base for technology innovation” with the vision of "becoming a world renowned technology-driven and culture-led ecological city", as well as developing multiple industrial sectors including cultural experience & consumption, high-end international healthcare, energy-saving ecology, green and smart transportation, next generation information technology and entrepreneurship service.

The Sino-French Wuhan Ecological Demonstration City program was co-developed by Chinese and French governments and signed on March 26, 2014, covering a core area of 39 square kilometres in Caidian District, Wuhan. The program aims to develop the City into a world-class one in terms of globalization, modernization, specialization and from regional and local perspectives. Deloitte Consulting has been engaged to further study the strategic positioning and development strategies of key industries of the City, define the Sino-French cooperation model and supporting system for strategy implementation. The City will be developed based on feasible medium-to-long-term strategies and ultimately built into a global leading ecological city featured with international cultures and demonstration effects.
Deloitte has built an industry selection model for the City to develop industrial systems of three levels with six key industries.
Cultural experience & consumption
It aims to build a nationally known regional brand integrating Chinese and French cultures with focuses on theme park, game development and release, French museum retailing, characteristic entertainment and industrial design.
High-end international healthcare
It aims to establish a regional medical complex as an international brand and actively develop the rehabilitation medical instrument, high-end rehabilitation medical services, and producer services of rehabilitation therapy.
It aims to highlight the identity of “green ecology” of Sino-French cooperation, and develop the next generation of smart and energy-saving ecological blueprint, prioritizing green building and smart water treatment.
Green and smart transportation
It aims to create a green and smart automobile industry ecosytem covering research-test-promotion activities, and propel the joint development of green energy vehicles and intelligent connected vehicles to achieve technical breakthrough and model innovation in green and smart transportation.
Next generation information technology
It aims to drive the upgrade of Wuhan's economy towards intelligent manufacturing and create a smart city with Chinese and French characteristics, focusing on information security, Internet of Things, AR/VR and artificial intelligence.
It aims to build a Sino-French joint base of innovation and startup, and develop incubation and investment services for startups.
