百度与联合国开发计划署(UNDP)合作
国际新闻、国际新闻来了：纽约时间12月5日晚上8点，联合国开发计划署（UNDP）在纽约举办成立50周年纪念活动。
那么百度和UNDP合作了什么呢？
当天晚会，百度总裁张亚勤通过视频连线的方式做了演讲，并宣布，“百度将与UNDP共同推动‘责任创新计划’”。你瞧：

不明觉厉了，“责任创新计划”具体是什么、和我有啥关系呢？
1、“责任创新计划”指的是征集利用百度技术，提出解决可持续发展问题的创新方案及计划！
2、UNDP会负责发挥其广泛的全球影响力，为方案的征集和评选提供公开透明的平台。
3、百度则开放技术提供支持，使每一个公民都能贡献自己的智慧和力量。没错！意思就是，你也可以参加！
网友们不禁惊呼“听起来太酷了！”但是这计划啥时候发布呢？
1、今年12月29日，责任创新计划平台“未来加速器”将正式发布。
2、每个参与者（包括你）都可以登录官网提交自己的计划与方案
3、首期方案征集会重点聚焦于中国扶贫、环境、交通和医疗领域内的问题，希望能激发更多青年人的创新意识并参与到社会问题的解决中。
有已经跃跃欲试的网友提问了：我参与之后都能问什么样的问题？
1、比如：“怎么样能让山区的孩童可以和城市里的孩子一样学英语?”
2、还比如：“怎么设计解决我周边的交通拥堵问题?”
3、再比如：“如何能让停车厂更高效的利用从而解决停车难的问题?”
那么我提出的问题，由谁来评定是否可以成真呢？
1、所有的参赛方案都会通过行业专家、技术专家、知名学者们的共同评审。
2、优胜者将在明年的责任创新盛典进行进一步角逐！

先生们、女士们，各位嘉宾、朋友们，大家好！
我是百度公司总裁张亚勤，很荣幸以视频的方式向大家问好。首先，我要感谢联合国开发计划署：感谢UNDP对百度在可持续发展领域所作出的努力的认可，将这个奖项颁发给我们；特别要感谢计划署署长海伦·克拉克女士！
百度与UNDP的合作由来已久。2014年，百度和UNDP联合共建大数据联合实验室，通过大数据技术帮助寻求环保、健康等人类发展问题的解决思路。我们推出了“百度回收站”这个全球首款电子垃圾解决方案，利用创新的方式，推动了人们负责任地消费和生产，这一O2O电子垃圾回收模式从起初中国的两个城市迅速推广到了几十个城市并且推出了英文服务，获得了大家的认同。今年10月，百度应马尔代夫政府邀请，希望能将百度回收站的模式推广到马尔代夫，帮助解决马尔代夫的电子垃圾问题。联合国秘书长潘基文先生称赞“数据革命为世界走向可持续发展之路提供了有力工具”。
今年10月，百度大数据实验室与UNDP共同合作发布了《人类发展指数之生活水平维度：应用大数据测量中国贫困》报告，通过大数据分析对贫困做出了更多维度和视角的描述和观测，为区分贫困人群的传统方法做出了有益补充，也为政府决策提供新的参考。我们无比期待，能与UNDP展开进一步合作，利用我们的技术与创意，为发展中国家、为全球的贫困人口、为全世界需要平等便捷生活的人们提供最科学而人性化的帮助。
众所周知，可持续发展是全球人类共同面临的最重大课题，它体现了人类对自身命运和出路的思索和对子孙后代的责任感。可持续发展绝不仅是生态问题和经济问题，更是当下政治与文明走向的终极依据。
有目共睹的是，中国是全球最大的发展中国家，拥有世界最多的人口和世界第二的经济体量，在刚过去的三十余年里取得了举世瞩目的伟大成就，但环境等问题也随之俱来，因此对可持续发展道路的追求也就格外迫切。作为全球最大的中文搜索引擎，百度一直在致力于为中国的可持续发展寻求思路和方法，这份努力已经取得了不小的成效。百度坚信，科学技术是解决发展问题的最强动力，我们利用大数据、云计算、人工智能等核心技术为解决环境污染等问题持续提供最新最全的数据，帮助生成解决方案。而今天，在UNDP的支持下，我们要将其进一步升级，升级为全面的、全球的、为整个人类生存发展提供长效动力的发展计划。
“全球责任创新计划”将正式启动。
这一创新计划将面向全球启动大奖赛，征集利用百度技术解决可持续发展问题的创新解决方案，并将这些方案尽快投诸实践。为此，UNDP将发挥其广泛的全球影响力，为方案的征集和评选提供公开透明的平台，而百度将为优秀的参赛选手（队伍）开放技术，提供开源平台，使每一个地球公民都能贡献自己的智慧和力量。
从今年12月29日起，参与者将可以直接在平台上提交自己的计划与方案。首期方案征集会重点关注扶贫领域、环境污染、城市交通和医疗健康，全世界的参与者们可以登录项目官网提交创意方案，所有的参赛方案都会通过行业专家、技术专家、知名学者们的共同评审，优胜者将在明年的责任创新盛典进行进一步角逐。
我们坚信，“责任创新计划”会是一个重大契机，让公众利用技术力量并付诸于人类问题的解决，实现联合国的可持续发展目标。

Ladies and gentlemen,
I'mZhang Yaqin, President of Baidu Inc（incorporated）, and I am honored to say hello to everyone via video. First, I would like to thank UNDP, and especially UNDP administrator Helen Clark, forrecognizing Baidu’s commitment to sustainable development and granting this award.
The cooperation between Baidu and UNDP goes back a long way. In 2014, we established the Baidu-UNDP Big Data Joint Labwhich aims to help find big data solutions to environmental protection andother challenges of human development. Together we developed the Baidu Recyclethe world’s first e-waste solution, to promote responsible consumption and production. Piloted in two Chinese cities, the well-received O2O model has quickly extended its reach to dozens and launched a bilingual services. In October2016, the Maldives government expressed the wish to introduce the model fordomestic use. As UN Secretary Ban Ki-Moon noted, “The data revolution is giving the world powerful tools that can help users in a more sustainable future.”
In October, the Big Data Joint Lab launched the Living Standards Dimension for the Human Development Index: Measuring Poverty with Big Data in China. Based on big data analysis, the report places poverty in a multi-directional light, enriches traditional approaches tocategorize the poverty-stricken population, and provides new reference forgovernment decision-making. We are looking forward to further cooperation with UNDP so that our technologies, creativities, and scientific and humanistic helpcan reach developing countries, poverty-stricken population, and people aroundthe world who are aspiring for equality and convenient life.
As we all know, sustainable development is one of the biggest concerns of peopleacross the globe. It represents the reflections of our own destiny and there sponsibilities to future generations. Sustainable development is more than anecological or economic issue; it is the ultimate destination of politics andcivilizations.
Chinais the largest developing country, the most populated country, and the secondlargest economy in the world. Although its achievements over the past 30 plusyears are obvious to all, the environmental problems which come along have madethe demand for sustainable development all the more urgent. As the world’slargest Chinese search engine, Baidu has committed itself to, and scored considerable success in, finding solutions to China’s sustainable development.We view technologies as the best cure for development challenges. On thestrength of big data, cloud computing, AI and other core technologies, we offerthe latest and most complete set of environmental data and facilitate thedevelopment of solutions concerned. Today, with the support of UNDP, we arefurther integrating our efforts into a comprehensive programme for thelong-term existence and development of people around the world.
Now, I will take this opportunity to announce the “Global Responsibility Innovation Programme”.
The programme will be designed as an open design prize challenge, which call forinnovative proposals from the public, based on Baidu’s technologies, to answer the increasing development challenges in China. UNDP will leverage its global influence, providing an open, transparent platform for selection. Meanwhile,Baidu will grant outstanding applicants and teams access to its technologies,in the hope that every citizen in the world has the chance to contribute hiswisdom and power.
From 29th Dec. 2016, participants will be able to submit the proposal on the platform. Forthe first round of solicitation, we are expecting proposals on poverty alleviation, environmental protection, urban transportation and health care Global applicants may visit the programme’s official website to submitinnovative proposals. All the proposals will be reviewed by experts, and the winning applicants will be invited to the Responsibility Innovation Summit next year.
We firmly believe the programme will provide a golden opportunity for the publicto address common concerns via technologies, and in turn contribute to the UNS ustainable Development Goals.
