外刊语言表达（八）

导读

本期的外刊语言表达来自《外交事务》（Foreign Affairs）中的一篇文章，该文章题的目叫 The Plot Against American Foreign Policy，副标题为 Can the Liberal Order Survive？作者是 G. John Ikenberry，非常有名的一位国际政治领域的学者，昨天我在翻论文的时候刚遇到他。这篇文章分析了特朗普会怎么亲手毁掉美国，以及维护现状的国家该采取什么措施来应对。下面我们一起来看里面的精彩表达。

一、run counter to

文中有这么一句话：

U.S. President Donald Trump’s every instinct runs counter to the ideas that have underpinned the postwar international system.

特朗普的每一直觉都与支撑战后国际体系的思想背道而驰。

Run counter to 的意思是“违反，背道而驰，与...对着干”，相当于 to be in opposition to sth.    to run against sth.    to be in conflict with.

下面我们看几个例子：

• Allowing meaningful currency appreciation while exports are flagging would run counter to its mercantilist tradition.

  在出口滑坡的情况下允许人民币升值有悖于中国重商主义传统。

• Any attempt to do so would run counter to China's objective of establishing a cooperative relationship with America.

  这么做同中国要和美国建立合作关系的目标背道而驰。

• The new findings seem to run counter to ‍previous research regarding diabetes and caffeine.

  该新发现似乎和之前有关糖尿病和咖啡因的研究相冲突。

二、make common cause with

大家都知道，特朗普和过去的政客不一样，传统政客做什么，他非得反着来。文中有这么一句话形容他这个特点：

He has broken with 70 years of tradition by signaling the end of U.S. support for the European Union: endorsing Brexit and making common cause with right-wing European parties that seek to unravel the postwar European project.

特朗普表示要结束美国对欧盟的支持，从而打破了美国70年以来的传统：支持脱欧，并且同企图破坏战后欧盟伟业的右翼欧洲政党狼狈为奸。

里面有这么一个词，叫 make common cause with，也可以说 find common cause with，它的英文解释是：to act together with someone in order to achieve something，表示“合作”，中性词汇，文中只是考虑到了语境而翻译成“狼狈为奸”。同意表达有：work together, cooperate, make concerted effort 等。

我们可以把 make/find common cause with 改为 make/find common cause against，表示“联合起来反对...” 

下面我们来看几个例句：

• Environment protesters have made common cause with local people to stop the motorway being built.

  环境抗议者与当地人联合起来共同阻止修建高速公路。

• France and Russia made common cause against Britain.

  法国和俄国联合起来反对英国。

其实我们在 经济学人丨根深蒂固的海洋问题（2） 中讲到过 common 的用法，今天又补充了一个，可以积累到一起。

三、unravel

同样是 “二” 中的句子：

He has broken with 70 years of tradition by signaling the end of U.S. support for the European Union: endorsing Brexit and making common cause with right-wing European parties that seek to unravel the postwar European project.

特朗普表示要结束美国对欧盟的支持，从而打破了美国70年以来的传统：支持脱欧，并且同企图破坏战后欧盟伟业的右翼欧洲政党狼狈为奸。

Unravel 的英文解释是：if a system, plan, organization etc unravels or is unravelled, it starts to fail or is destroyed. 表示“破坏”。我们从英文解释中很明显的可以看出，它的一个同义词就是 destroyed，此外，还有 damage, sabotage 等。在写作中可以用 sabotage 或 unravel 代替 damage 或 destroy，能很好的提高语言水平。

小编从《经济学人》里积累了一些例句，我们一起来看下：

在今年5月6日的那一期《经济学人》中，有一篇文章叫 Political self-amputation，主要讲了共和党人重新推行医保改革，但遭遇了很大麻烦。文中有这么一句话：

• But this provision could unravel the market, argues Matthew Fiedler of the Brookings Institution, a think-tank.

  但布鲁金斯学会的马修·费德勒表示，但这一条款会破坏市场。

今年4月15日的《经济学人》有一篇文章，名字叫 Ice storm，讲的是关于澳大利亚当局抵制毒品的行动，里面有这么一段话：

• Yet consumers are more likely to be arrested than dealers, and police put more effort into seizing drugs than into unravelling the rings that smuggle them, Mr Coyne argues.

  科因认为，然而，比起贩毒者，毒品消费者更容易被捕，警方将更多的精力投入到缴获毒品，而不是破坏走私毒品的集团。

四、Small wonder

特朗普认为，贸易是一场零和游戏，而不是正和游戏，文中有这么一句话描写了他的这一观点：

In his view, trade is a game of winners and losers, not an exchange that
generates mutual gains. Small wonder, then, that the new administration withdrew from the Trans-Pacifc Partnership (tpp) and has pledged to renegotiate the North American Free Trade Agreement.

在他看来，贸易是一场非赢即输的游戏，并不是互利性质的交换。难怪特朗普政府退出跨太平洋伙伴关系协定，并承诺就北美自由贸易协定重新谈判。

Small wonder (that)，也可以说 little/no/small/wonder (that)，英文解释是：used for showing that you are not surprised by a particular situation or even，表示“难怪，不足为奇”。

举几个例子：

• Small wonder that he was tired!

  难怪他这么累！

• He failed, and small wonder.

  他失败了, 这没什么奇怪。
