Summary

As the world's second largest economy, China has become a key player and a leader of the rules-based world order. At a time when globalization is suffering setbacks, China continues to be a pivotal driver of the global economy and weighs in on global affairs more than ever. Despite unprecedented challenges and uncertainties, China is committed to furthering its reforms and opening-up to stay relevant and competitive. Hong Kong and Macao, with their unique advantages, have always been a driving force behind the economic development of China: they serve as two examples of the market economy system, they push forward systemic reforms and they act as a bridge for China’s two-way opening up. Along with the progress of the Greater Bay Area of Guangdong-Hong Kong-Macao Initiative, Hong Kong and Macau will become better integrated with the nation’s overall development. This integration will enable more capital, technology and talent to take part in the country’s high-quality development and in the new round of high-level opening-up, adding new luster to inclusive development and the dynamics of cultural exchange in the region.

Today, emerging economies drive global economic growth. Among these economies, East Asia and South Asia have shown tremendous economic vitality. However, as we face rising protectionism and its negative consequences, what can we expect from global economic and trade cooperation? What can we expect from economic and trade cooperation within Asia? How can China promote the economic growth of Asia as a whole? How can Hong Kong act as a vanguard of the opening up effort in the Belt and Road Initiative?

As China steps up its financial opening up efforts, how can the Chinese mainland take advantage of Hong Kong’s bridging role to promote regional financial cooperation? How can they work together to create a platform for digital finance that breaks bottlenecks in distribution, logistics, information flow and capital flow to achieve synergy in trading, logistics and capital flow, and promote trading along the Belt and Road? How can digital technologies be leveraged to improve the efficiency of cross-border investment and fundraising?

Hong Kong, a fusion of Chinese and Western cultures, has highly connected and integrated international innovation and entrepreneurship resources and therefore has a unique advantage in attracting talent, international capital and resources for scientific research. How can Hong Kong make full use of its advantages to promote young entrepreneurship? How can the younger generation be inspired to use technology to innovate? How can young entrepreneurs maintain their “startup spirit”?

Covering eleven cities, two systems and three customs territories, the Greater Bay Area exhibits remarkable potential for cooperation — but also brings challenges. How can Guangdong, Hong Kong, and Macao position themselves to complement each other and achieve coordinated development? How can we fully explore the area’s advantages, innovate its systems and mechanisms, facilitate the distribution of economic resources and build a first-class, internationally competitive bay area that sets an example for high-quality development?

How can the nine cities and two districts across Guangdong, Hong Kong, and Macao position themselves so that they can complement each other and achieve coordinated development?
