话说英国在文化创意产业方面的表现可谓十分令其傲娇。为啥这么说呢？在英国，每十三个纳税人就有一个是干文化或创意的。这些人每年给英国经济带来超过8000亿人民币的产值不说，还为人们带来很多的快乐和幸福，并为大英帝国的出口事业作出了超过9%的卓越贡献。每年全球电影票房的收入有至少16%都默默地进了英国人的口袋。光去年一年在英国拍摄的电影就多达200部。为啥都到英国扎堆呢？因为英国不仅给拍电影的在税收上打八折，还提供世界一流的版权保护。全球音乐排行榜Top10上面，英国回回都得霸占三五个位子。出版就更厉害，英国每年出口给中国的书籍数量仅次于美国，比如小朋友们喜爱的小朱佩琦就来自英国。注意，英国的人口还不到世界人口的1%啊！
英国强大的知识产权制度是取得以上成就的基石。与此同时，英国一直没有停止思考。知识产权制度是否有助于经济增长？版权制度如何回馈和激励创作者及投资人？版权制度是否制约人们获取更多的文化资料？
英国对中国版权制度的发展十分关心，对中国著作权法第三次修改持续关注，对著作权集体管理制度的改革更是通过若干项目深度分享英国经验，并在音乐权利、美术作品追续权、体育赛事转播权以及合理使用及例外等领域与中国政府开展了很多合作与交流。同时中英在电影、电视及音乐方面的合作与交流也日益紧密。在今年中英版权周期间，英国版权与知识产权执法司司长罗斯·林奇博士将再次访华，我们还有幸邀请到了音乐和创意产业方面的朋友共同参加这个沙龙。希望可以齐聚关心著作权制度及创意产业发展的各界朋友，以轻松活泼的形式，就这一话题进行开放性的讨论。

The UK punches above its weight in the creative industries. 1 in 13 jobs in the UKis in the creative or cultural sectors. The creative industries enrich people’s lives and account for almost £90 billion of economic output each year, and 9%of UK exports. UK post-production expertise means that UK-qualified films account for 16% of global box office receipts, with shooting starting on 200 new films each year. David Bowie, Coldplay and Adele were in the top 10 global artists of 2016. The publishing sector also produces impressive results,ranking second behind the US in titles licensed to China, with titles such as Peppa Pig popular with children and parents across the world. And all of this with less than 1% of the global population!
The UK IP and copyright system is part of the environment that contributes to thisglobal success. How does an intellectual property system support the creative industries? How does a copyright system reward and incentivise creators andthose that invest in their work? Doesn’t the copyright system block access tocultural works enjoyed by many? The UK has closely followed and supportedrevisions to the Chinese Copyright Law over the past 5 years, running projectson copyright collective licensing, music rights, Artist Resale Right,limitations and exceptions, and live sports broadcasting. We also provide practical support and guidance to creative collaborations in the film, TV andmusic sectors. Dr Ros Lynch is a frequent visitor to China, returning again onthe occasion of UK-China Copyright Week. Ros will be joined by an outstanding panel to discuss the latest trends in creative collaborations and creative industries business models. Join us for an informal, interactive and open discussion!
