基层治理是国家治理的基石,是实现国家治理体系和治理能力现代化的基础工程。近年来,我国城乡社会面貌发生了翻天覆地的变化,如何推进城乡基层治理体系和治理能力现代化成为人们关注的焦点。南亚地区具有重要的地缘战略地位,是我国推进“一带一路”建设的重要区域,研究南亚国家的基层治理情况不仅可以为我国推进基层治理现代化,推动基层治理共同体建设提供经验借鉴,而且有助于促进中国与南亚各国开展合作与交流,提高基层治理现代化水平。为破解城乡基层治理难题,探讨包括南亚国家在内的基层治理及其现代化在区域国别中的地区实践,湘潭大学拟举办城乡基层治理现代化国际研讨会暨中国——南亚基层治理现代化论坛, 希冀能聚集各方有识之士与青年才俊,共话我国与南亚地区基层治理前沿议题,共同为推进基层治理现代化贡献智慧!
本届论坛围绕“城乡基层治理现代化”主题,并公开征集有关研究论文,主要议题包括但不限于:
1.中国与南亚国家的基层治理与创新、城乡融合发展
2.中国与南亚国家的社会制度、公共政策、社会福利与社会包容研究
3.中国与南亚国家的人力资源、经济发展与政治分析
4.中国与南亚国家的农业农村可持续发展、粮食安全
5.中国与南亚国家的基层治理现代化与数字化转型
6.中国与南亚国家的跨国合作与基层治理能力建设
7.中国——南亚城乡基层治理现代化发展的比较研究
通过本次大会组委会和学术委员会评审的会议论文将与韩国人文社会科学研究院合作以论文集的形式面向海内外公开出版,并提交至CNKI Scholar、 Google Scholar、 RISS、CPCI、SCOPUS平台检索。同时,在论文集中收录论文的基础上完成的英文原创论文将获得学术期刊Journal of Global and Area Studies Review(全球与地区研究评论)优先录用,并享受出版费用的全额免除待遇。
请围绕会议议题撰写论文,需为首发原创论文,会议的官方语言为中文和英文,请务必用中文或者英文撰写论文。字数控制在3-5页。请按照题目、姓名、工作单位、摘要、关键词、正文(小四号,宋体)、脚注、参考文献、作者简介的格式和顺序书写。“作者简介”包括:姓名、工作单位、职称/职务、通信地址、电子邮箱。
本次会议不收取注册费。会议期间,会务组提供免费工作餐,与会专家的住宿费和往返交通费请自理。

Grassroots governance is the cornerstone of national governance and the fundamental project for achieving modernization of the national governance system and governance capacity. In recent years, the social landscape of urban and rural areas in China has undergone earth-shaking changes, and how to promote the modernization of the grassroots governance system and governance capacity in urban and rural areas has become a focus of attention. South Asia holds an important geostrategic position and is a significant region for China to promote the construction of the Belt and Road initiative. Studying the grassroots governance of South Asian countries can provide valuable experience for China to advance the modernization of grassroots governance and promote the construction of grassroots governance communities. Additionally, it can help foster cooperation and exchanges between China and South Asian countries, enhancing the modernization of grassroots governance. To address the challenges of grassroots governance in urban and rural areas and explore regional practices of grassroots governance and modernization, including those in South Asian countries, Xiangtan University plans to hold an international seminar on the modernization of grassroots governance in urban and rural areas and the China-South Asia Forum on Modernization of Grassroots Governance. We aim to gather insightful individuals and young talents from all sides to discuss cutting-edge issues of grassroots governance in China and South Asia and collectively contribute wisdom to promoting the modernization of grassroots governance!
This forum focuses on the theme of "Modernization of Urban and Rural Grassroots Governance" and invites submissions of relevant research papers. The main topics include, but are not limited to:
1. Grassroots governance and innovation, urban-rural integration, and development in China and South Asian countries.
2. Research on social institutions, public policies, social welfare, and social inclusion in China and South Asian countries.
3.Human resources, economic development, and political analysis of China and South Asian countries.
4.Sustainable agricultural and rural development and food security in China and South Asian countries.
5. Modernization and digital transformation of grassroots governance in China and South Asian countries.
6.Cross-border cooperation and grassroots governance capacity building between China and South Asian countries.
7.A comparative study on the modernization development of grassroots governance in urban and rural areas between China and South Asia.
The submissions for this conference have been reviewed by the organizing committee and the journal editorial committee. The accepted papers will be submitted in collaboration with the Korea Institute for Humanities and Social Sciences for indexing on CNKI Scholar, Google Scholar, Scopus, RISS, and other platforms. Additionally, the conference received support from the academic journal of Global and Area Studies Review (GAS), and authors can submit complete English papers to GAS for publication free of charge.
