Many journals have published their target for a time to first decision. Heart, for example, provides a first decision from submission within 4 weeks. You as the author have a right to know about the status of your manuscript. Making an enquiry will most certainly not jeopardise the fate of your paper. But it may be prudent to wait for 4-6 weeks after submission.

很多期刊会承诺回复时间。比如《心脏》承诺在投稿后的四周内回复第一次决定。作者有权知道自己稿件的进展。询问稿件进展不会影响论文的发表与否。但最好在投稿后等上 4 至 6 周再问。

If you’ve neither received any communication from the journal nor seen a change in the status of the manuscript on the online tracking system for 3-4 weeks post the initial notification of successful submission, you can definitely write to the editor to check on the status of your manuscript. It does not make a bad impression.

如果你连续 3 到 4 周，既没有收到任何来自期刊的消息，也没有在线上投稿系统看到稿件状态的变化，那么你可以给编辑写信确认你的稿件状态。这不会给人留下坏印象。

A month is a decent period of time if you’ve had no or little communication. On submission you should get a confirmation email, then it is assigned to an editor, then it goes out for review, and each stage can take longer than you might like. It doesn’t harm to ask politely what’s happening. Don’t ask every week, but equally, if you are unhappy with progress, you have the right to withdraw your submission and submit your work elsewhere.

一般来说需要一个月。在提交时，你应该会收到一封确认邮件，之后稿件会分配给一个编辑，（合适的话）再送审，每一个阶段可能会比你想要的花费更长的时间。礼貌地问一下进度没有坏处。不要每周都问，但如果你进度不满意，你有权主动撤稿，并转投别的期刊。

一般期刊评审过程一到两个月完成，所以稿件提交成功后 1.5 个月左右，作者写信询问评审情况是可以接受的。太短时间催审，往往会起负面作用。

论文外审，返回时间是因审稿人而定。如果审稿人不及时返回评审意见，编辑也很难及时返回评审意见。当然，如果审稿人拖的时间太长，我们会不断提醒他的。如果再长，可能就直接取消他的评审资格了。至于和编辑联系，一般三个月左右为好。
