Krakataupresident Silmy Karim says the petition was submitted on behalf of theIndonesian Iron and Steel Industry Association (IISIA). The association notesthat hot rolled alloy steel from China has replaced carbon steel, threateninglocal producers. Carbon steel HRC imports from China have been levied with aduty since 2019. In addition, local producers suspect China isdumping HRC/P in Indonesia. According to IISIA data, steel importsrose to 3.2 million tonnes in 2019 from 1.4mt in 2015.

MostIndonesian steelmakers produce carbon steel. They have struggled to competewith alloy steel imports from China because of cheaper prices and betterstrength, which has squeezed local steelmakers' profits. Meanwhile, Silmy saysduties on alloy steel would bring revenue to the government and shut downtraders' ability to circumvent trade laws by altering HS codes.

Chinesetraders, however, say that, even if duties are imposed, the impact will belimited as Indonesian import quotas are already difficult toacquire. In January-November 2019, Indonesian imports of alloy steel HRC fromChina were up 9.53% to over 450,000 tonnes. They were also far higher than the120,000t of carbon steel HRC imports over the same period, Indonesian customs datashow.
