The two-phase sequencing may refer to the timetable which the EU insisted on long before the talks started. While the Brexit secretary of Britain asserted that the trade talks have the same priority as other 3 critical issue, his EU's counterpart, obviously, had more bargaining chips unknown, for Mr Davis finally caved into the EU's negotiation demand. From a more objective prespective, the concession from Britain was largely due to the degeneration as to power of the Convervative Party in Parliament, which also entailed Theresa's embarrassment of changing her tone.
