2025年2月16日,中国人民银行行长潘功胜在沙特阿拉伯主持召开中国与海湾阿拉伯国家合作委员会(简称海合会)成员国第三次央行行长会。这也是中国和海合会央行行长首次举行面对面会议。
与会各方就全球经济金融形势、中国与海合会国家在金融领域面临的机遇与挑战,以及双方未来金融合作的重点领域等问题交换了意见。
与会各国央行行长表示,中国与海合会国家经济优势互补,中国是海湾国家最大的贸易伙伴,深化双方央行间合作有助于更好服务贸易与投资,促进地区金融稳定与发展。中国与海合会国家央行将进一步加强本币合作、扩大金融市场双向投资、促进支付系统互联互通,协同推进国际金融治理改革,同时加强在数字货币、反洗钱领域的合作。
会议期间,潘功胜会见了沙特经济与计划部部长费萨尔·阿里布拉欣、沙特央行助理行长塔拉勒·阿尔胡穆德、阿塞拜疆央行行长塔利赫·卡济莫夫、阿联酋央行助理行长易卜拉欣·祖比和赛义夫·达赫里,就双边金融合作等议题交换了意见。潘功胜还会见了国际货币基金组织总裁克里斯塔利娜·格奥尔基耶娃,就全球经济形势、中国与国际货币基金组织的合作进行了交流。
Governor Pan Gongsheng Hosts the Third China-Gulf Cooperation Council Central Bank Governors’ Meeting and Holds Bilateral Meetings in Saudi Arabia
On February16, 2025, Governor Pan Gongsheng of the People’s Bank of China (PBOC) hosted the Third China-Gulf Cooperation Council (GCC) Central Bank Governors’ Meeting in Al Ula, Saudi Arabia. It was the first face-to-face meeting between the PBOC and GCC central banks.
Governors exchanged views on global economic and financial developments, opportunities and challenges faced by China and the GCC countries in the financial field, and priority areas for future financial cooperation between China and the GCC countries.
Governors noted that the economic strengths of China and the GCC countries are highly complementary. China is the largest trading partner of the Gulf countries. Deepening China-GCC central bank cooperation can better support trade and investment, and promote regional financial stability and development. China and GCC central banks will further strengthen local currency cooperation, expand two-way financial market investment, promote connectivity of payment systems, and jointly advance international financial governance reform. At the same time, both sides will enhance cooperation on central bank digital currency and anti-money laundering.
On the sideline of the meeting, Governor Pan met with Faisal Alibrahim, Saudi Minister of Economy and Planning; Talal Alhumoud, Assistant Governor of the Saudi Central Bank; Taleh Kazimo, Governor of the Central Bank of Azerbaijan; and Ebrahim Zaabi and Saif Dhaheri, Assistant Governors of the Central Bank of the United Arab Emirates. They discussed bilateral financial cooperation and other issues of mutual interest. Governor Pan also met with Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), and discussed global economic developments and cooperation between China and the IMF.
