Job Title: Program Associate, Low Carbon Economic Growth

Location: Beijing, China

Reports To: Program Director, Low Carbon Economic Growth


SUMMARY

The Program Associate (PA) is responsible for supporting Program Director (PD) and Program Officers (PO) on strategy development, funder relations, grants administration, events organization and logistics support .


ESSENTIAL DUTIES & RESPONSIBILITIES

Strategy Cycle and Fundraising Support

Support PD/PO in strategy cycles including strategy formulation and review, logic models updates, and budget setting by conducting basic research and providing input based on frequent communications with grantees;

Help draft funder's proposals and prepare reports to update funders on progress of related grants and projects;

Support related research as requested by funders;

Organize and arrange site visits for the funders to demonstrate program accomplishment in the field.


Grants and Projects Management

Administrate grant-making process in EF China's grants management system, drafting Internal Expenditure Recommendation Form (IERF) and filling in necessary information to initiate project application, monitoring and following up during grant period, and drafting evaluation to close the grant in a timely manner;

Collect and carry out due diligence on grants related materials, including grant proposals, budget proposals, mid-term and end-term narrative and financial reports, technical reports, and etc., and upload the materials to EF China's grants management system timely;

Support team to monitor project progress, help organize and attend meetings at various stages of the project and follow through to ensure desirable deliverables and outcomes;

Monitor payment for granted projects, help grantees to resolve payment related issues;

Track and keep record of the program budget, follow through spending plan and provide timely reminders to team, and reconcile program budget internally and with SF Office;

Support grant auditing and work with grantees to assure full compliance with EF China policies and regulations both in China and in the U.S.;

Organize and manage Foundation-Initiated Projects (FIPs), including consulting contracts, meetings/workshops, study tours and reports/publications. Set up FIPs, collect and review FIP reimbursement materials and ensure that necessary reimbursement materials are complete and correct. Ensure that FIP administration and reimbursement follow EF China procedures and is handled in a timely manner;

Organize and coordinate all kinds of meetings/workshops, consultant visits, study tours and funder trips, including i ssuing invitation letters, arranging accommodation and transportation, scheduling meetings, assembling meeting materials, arranging or providing translation services, taking notes and developing meeting summaries, and etc.


Collaboration and Partnership

Proactively work with other colleagues in collaborative projects;

Share knowledge, expertise, critical information and networks with other colleagues and/or partners under team's guidance to increase support and demonstrate shared purpose;

Maintain the list of partners for the program, assist in inviting international and domestic experts to support EF China's stakeholders.


Others

Assist to draft reporting materials, such as annual report and work plan to regulators, and docket narrative and logic model to the board;

Work closely with other colleagues to support office-wide events as required by the Office;

Translate written materials from English to Chinese or vice versa as required;

Undertake additional tasks and responsibilities as assigned by PD/PO;

Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Education: Bachelor's degree or above, preferably in a related field: finance, economics, environmental economics, energy, public policy, etc. Deep interest and knowledge in climate change strategy, sustainable finance, low carbon and green growth, and market-based policy.

Working Experience: Two-year and above related work experience as a plus; experiences in environment, project management, and international cooperation are strongly preferred.

Language Level: Native-level Chinese language skills required; ability to communicate fluently in both spoken and written English .

Project Management Skills: Ability to manage projects according to a set of procedures and rules, follow necessary steps rigorously, with a good understanding of purpose, scope and timeline of the projects .

Problem Solving Skills: Ability to use logics to solve simple problems independently, and demonstrate potential to solve complicated problems.

Communications : Ability to communicate with others clearly, listen actively and write with clear logics.

In the context of carbon neutrality, the transition of China to a net-zero emissions pathway will both address climate change challenges and reshape a new growth model for the economy. On the demand side, the low carbon transition will unlock new export market opportunities, create demand for high-value goods and services, provide a stimulus to the efficient consumption of resources, and shift to low carbon investment. On the supply side, it will support innovation, facilitate the transition away from carbon-intensive capital, strengthen the investment in natural and human capital, and rebuild a more balanced portfolio of wealth stocks. To achieve carbon neutrality early, a series of systematic socio-economic changes are needed, including a new economic performance assessment centered on nature capital, green fiscal and financial systems, incentives for sustainable infrastructure and net-zero technology innovation, and just transition solutions. The low carbon transition will build a new growth engine for China's future, create new sources of wealth growth, and help realize multiple goals for economy, society, energy, climate, and the environment.


China adopts a new economic model that harnesses fresh growth drivers to deliver high-quality development, facilitates initiatives to build a green, “beautiful China” with world-class air quality, peaks carbon emissions as early as possible, and places the country on a trajectory for net-zero greenhouse gas emissions by 2060. Specifically, it covers the following initiatives:


• Build policymaker awareness of the value of a low carbon growth model, support setting targets and pathways, and facilitate the development of new metrics to support measurement;


Support markets for—and hence investments in—natural capital and the technologies that help to preserve or enhance it;


Enhance understanding in the finance sector of the opportunities and risks from a low carbon transition, and facilitate the capital flows that will finance the natural, produced, and human capital needed for net zero emissions;


Facilitate the delivery of sustainable infrastructure by increasing understanding of what it is and why it is important, how much is needed, and what enabling conditions it requires;


Redirect China's innovation activity toward low carbon products and technologies that support net zero goals; and


Support economic diversification and the just transition by ensuring that there are economic opportunities for those currently involved in high carbon activities.
