达美航空公司执行副总裁兼首席法律官彼得·卡特(Peter Carter)在CAPA美洲航空峰会上表示(2019年3月18日)“我们投资于维珍大西洋,但没有使用补贴资金进行投资……卡塔尔使用1亿欧元的国家资金投资于亏损航空公司[意大利航空]”。卡特先生补充道:“我们不再飞往多哈、迪拜或中东的任何地方,因为我们无法与中东航空公司(美国航线)竞争。这说明有些事情不对劲。不管怎样,补贴都会扭曲竞争环境”。

Mr Carter added: "We no longer fly to Doha or Dubai or anywhere in the Middle East because we can't compete with Middle Eastern carriers [operating US routes]... That tells you something is out of whack. No matter what, subsidies distort the playing field".
US Department of Transportation (DoT) deputy assistant secretary for aviation and international affairs David Short, speaking at the CAPA Americas Aviation Summit, commented (18-Mar-2019) on the first 22 months of the Trump Administration, stating: "We have signed eight new open skies agreements... We're also working to improve existing open skies agreements".
