“推特治国”的特朗普一不高兴就发推，让白宫的心每天都吊在嗓子眼。
这不，又搞事情了……
17日，特朗普忿忿不平地发了一条推特：
中国在国际海域偷走美国海军的研究无人潜航器，把它从海里拖出来，带回中国，这是“史无前例”的行为。
是的，你没有看错，他一着急把unprecedented（史无前例）写成了unpresidented。后来改正过来了。
特朗普的文盲行为被美国网友无情嘲讽，#unpresidented这个话题刷屏了……
亲爱的圣诞老人，这个圣诞节我想要的礼物只有一个：让特朗普#unpresidented（当不成总统）。谢谢。
抛开错别字不说，美国网友看他这样处理事情，也感到很心痛……
这是一个可怕的预演，让我们看到特朗普入主白宫以后会怎样处理这类事件。
《卫报》评论说他作为一个还没上任的当选总统，已经开始在推特上各种评论国际大事，这本身也够“史无前例”的……
His message itself is without precedent given his status as a president-elect commenting on an international incident before assuming power.
考虑到他只是一个当选总统还没有实权，就开始对国际事务大肆评论，他的这条推特本身就是个没有前例的事情。
所以到底发生了什么事，中国怎么就“偷”美国的潜航器了？
事件发生在15日，据美国媒体报道，美国“鲍迪奇”号（Bowditch）在中国南海放下两个无人潜航器，发现其停止运行正要打捞回舰时，其中一个被中国海军捞走。
A Pentagon spokesman said it was being operated by civilian contractors when it was seized on Thursday in international waters, about 57 miles north-west of Subic Bay, near the Philippines, in the South China Sea.
五角大楼发言人称潜航器是在中国南海，菲律宾附近的苏比克湾西北部57公里的“国际海域”被捕获，当时潜航器正由平民操作。
按照美国国防部的说法，这艘水下潜航器在中国南海海域“合法”进行军事测量，享受主权豁免保护。
中国日报“世界观”（微信ID：world_insight）给大家揭秘了这艘潜航器和母船“鲍迪奇”号的具体参数及行踪。
是不是合法，相信大家看完心里都有数。
水下潜航器：能跨大西洋
这次被中国捞走的无人水下航行器是美国泰里达因公司研制的斯洛克姆无人潜航器(Slocum glider)，每架价格约5万美元，仅每次加油就需要2850美元。
该机有两种类型，其中使用热动力技术的型号(Slocum thermal glider)续航力和推进效率远高于普通的电动水下航行器(electric glider)。
强大的续航能力使得斯洛克姆能够在地区范围内进行海底情报搜集（subsurface sampling at the regional scale）。斯洛克姆可以携带大量传感器，并在预设路线上连续巡航达数周之久。
在对海底进行探查后，斯洛克姆潜航器可以浮上水面，传输情报并获得新的指令，实施大范围的情报搜集。
从2015年开始被用于在亚太地区执行水文调查任务。（Since 2015, Slocum gliders have been widely used in Asia-Pacific to do oceanic survey.）
↑与被捕获那架同型号的无人潜航器
国防科技大学国家安全与军事战略研究中心张煌博士是这么说的：
美国曾经于2013年开展海底预置武器的专项研究，无人潜航器就是其成果之一。无人潜航器一旦应用于对我领海的抵近侦查，可能用于获取我海军各种作战平台信息以及潜艇出航的航道信息，进而对我海上军事安全形成严重威胁。
鲍迪奇号：美军侦察利器
海洋测量船“鲍迪奇”号，就更是老油条了。
“鲍迪奇”号（Bowditch）以美国著名航海家、数学家和天文学家鲍迪奇命名，属于“探路者”级（Pathfinder-class）海洋地理勘测船，是美国海军5艘海洋地理勘测船之一，也是美国海军在南中国海“执行特别任务”（Special Mission Ship）的29艘舰船之一。
美国国防部说“鲍迪奇”号放下的潜航器是用来监测水的盐度和温度以绘制水文地图的，这只是一部分事实。
除了水温和盐度探测器外，“鲍迪奇”号还配备了先进的拖拽式声呐系统(towed sonar)，用来搜集海底信息，搜集到的情报可以供给美军潜艇。
“鲍迪奇”号一直被认为是一艘间谍船或者叫侦察船(surveillance ship)，在亚太数国，包括美国盟友处，都留下了不光彩的冲突记录。
所以，美方官员承认“鲍迪奇”号和斯洛克姆无人潜航器都属于美国海军，但说当时“由平民操作”（The gliders are piloted by civilian employees）。
你觉得可能么？
不过，国防部在事后清楚地做出了回应，并称中国将以适当方式向美移交潜航器，算是很客气的了……
国防部新闻发言人杨宇军称：
12月15日下午，中国海军一艘救生船在南海有关海域发现一具不明装置。为防止该装置对过往船舶的航行安全和人员安全产生危害，中方救生船采取专业和负责任的态度，对该装置进行了识别查证。
On the afternoon of December 15, a Chinese naval lifeboat located an unidentified device in the waters of the South China Sea. In order to prevent the device from causing harm to the safety of navigation and personnel of passing vessels, the Chinese naval lifeboat verified and examined the device in a professional and responsible manner.
经核查，该装置为美方无人潜航器。中方决定通过适当方式移交美方，中方与美方一直就此保持沟通。在此过程中，美方单方面公开炒作是不恰当的，不利于问题的顺利解决。我们对此表示遗憾。
Upon examination, the device was identified as an underwater drone of the United States. The Chinese side has decided to hand over it to the U.S. in an appropriate manner. Both sides have been maintaining communication on the issue. The U.S. side's unilateral move to dramatize the issue in the process is inappropriate, and not conductive to its settlement. We regret that.
有趣的是，特朗普团队竟然把中方将潜航器移交美方的决定归功于特朗普。
特朗普沟通团队负责人Jason Miller在推特上转发相关新闻，兴高采烈说："Trump gets it done."（“特朗普把事情搞定了！”）
但实际上，根本就没特朗普什么事，五角大楼发言人Peter Cook也说，这是中国政府和美国政府之间的沟通：
"Through direct engagement with Chinese authorities, we have secured an understanding that the Chinese will return the UUV [unmanned underwater vehicle] to the United States."
通过直接与中国政府直接沟通，我们达成一致意见，中方将把无人潜航器移交美国。
这边五角大楼才说完，本来事情能“和平礼貌地”解决了，谁知特朗普立刻又发推说，“潜航器我们不要了，中国留着吧”：
这是小孩子怄气吗，这让五角大楼很没面子啊……
好了，要理性看待这个事件，我们可以看看《中国日报》今天的社论是怎么说的。双语君（微信ID：chinadaily_mobile）节选几段，以飨读者：
The Pentagon knows full well its device was not "stolen".
五角大楼很清楚，他们的设备并不是“被偷走”的。
The governments in both Beijing and Washington have treated cautiously because, unlike the yet-to-be US president, they know the sensitivity of matters concerning the South China Sea, which involve convoluted strategic divergences.
在这件事情上，中美两国政府处理都很审慎，不像那位还在候任的总统，两国政府知道事关南海，敏感度较高，往往牵涉到错综复杂的战略分歧。
The best way out, therefore, is to leave it to those in the know－in this case the two militaries. Truth is they have already "secured an understanding" through "direct engagement", as the Pentagon put it.

Trump may not care for such an ending, or he would not have tweeted afterwards "let them keep it". He might believe there is more to exploit.

It is good for both countries that Trump is still commander-in-wait, or we might have a situation where cooler heads are pushed aside by surging emotion.
这件事情发生在特朗普依然候任期间，这对两国都是好消息，否则局势可能变成冲动的头脑压倒冷静的思考了。
If Trump refuses to heed incumbent US President Barack Obama's advice to do better homework and think through "what the consequences are" before upending long-standing US policies, he could easily drive China-US relations into what Obama portrays as "full-conflict mode" where "everybody is worse off".
美国总统奥巴马已经给他的这位继任者提出过建议了，让他多做功课，并在改变美国长期政策之前想清楚可能的后果。但如果特朗普依然置若罔闻的话，他很有可能将中美关系驶入奥巴马所称的“全面冲突模式”。那样的话，大家都会是输家。
然而特朗普这种完全不顾后果、一言不合就开怼的行为俨然是要形成习惯了。

当时美国媒体都无语了，建议他搞搞清楚“一个中国”政策（one China policy）。
傲娇“网红”当选总统特朗普被批评以后好气好气的，12月11日在接受美国福克斯周日新闻（Fox News Sunday）采访时，就为自己辩护起来。
大致的意思是：道理我都懂，但是我不管，就要说就要说。
特朗普表示：
"I fully understand the 'one China' policy, but I don't know why we have to be bound by a 'one China' policy unless we make a deal with China having to do with other things, including trade."
“我完全了解‘一个中国’政策，但除非我们和中国在贸易等其他方面达成交易，否则我不懂我们为何要受制于‘一个中国政策’。”
要知道，“一个中国”政策是中美两国长久以来达成的共识。
It was a break from decades of US diplomatic tradition that recognizes Beijing as the sole representative of China, an understanding that has been a cornerstone of the relationship between the countries since Richard Nixon went to China in 1972.
这打破了几十年来美国外交传统——承认北京是中国唯一的代表，这是自尼克松1972年访华以来两国关系的基石。

在12月12日的外交部例行记者会上，外交部发言人耿爽对特朗普的言论做出霸气回应。
坚持一个中国原则是发展中美关系的政治基础。如果这一基础受到干扰和破坏，中美关系健康稳定发展和两国重要领域合作就无从谈起。
Adherence to the one China principle serves as the political foundation for the development of China-US ties. If this foundation is wobbled and weakened, then there is no possibility for the two countries to grow their relations in a sound and steady way and cooperate on key areas.
白宫发言人欧内斯特也再次重申美国仍坚定奉行一个中国政策，打脸特朗普。
The United States government under the leadership of President Obama has been and remains firmly committed to our one-China policy.
奥巴马总统领导下的美国政府坚定奉行一个中国政策。
想想以后白宫工作人员的艰辛和心累程度，是不是觉得自己的工作压力都不是事儿了？
奥巴马也是操碎了心，在16日举行的年终记者会上，警告特朗普，不要试图挑衅“一个中国”原则。
奥巴马说：
The idea of One China is at the heart of their conception as a nation.
“一个中国”是中国国家概念的核心。
And so if you are going to upend this understanding, you have to have thought through what the consequences are, because the Chinese will not treat that the way they'll treat some other issues.
如果你要改变这种认识，那你得考虑好后果，因为中国不会用处理其他问题的方式来处理这个问题（“一个中国”政策）。
Given the importance of the relationship between the United States and China. Give how much is at the stake in terms of the world economy, national security, our presence in the Asia-Pacific, China's increasing role in international affairs, there's probably no biliteral relationship that carries more significance. And where there's also the potential if that relationship breaks down or goes into a full conflict mode, that everybody is worse off.
考虑到美中关系的重要性，考虑到世界经济、国家安全和美国在亚太的存在，考虑到中国在全球事务中日益上升的作用，也许没有任何双边关系比美中关系更重要，所以如果美中关系破裂或走向冲突模式，所有人都会面临更糟糕的局面。
中国有句话特别适合送给特朗普：不听老人言，吃亏在眼前。
这么多人的劝导还是要听的，毕竟不能总傲娇的像个小公举一样……
