The sides also agreed Russian designated carriers may operate scheduled all cargo services on Khabarovsk-Harbin-Yekaterinburg, Novosibirsk-Harbin-Yekaterinburg, Khabarovsk-Zhengzhou-Novosibirsk and Yekaterinburg-Zhengzhou-Novosibirsk routes up to three times weekly, provided each sector counts as a half frequency against relevant frequency entitlements.

The provision is available for two consecutive IATA seasons, from IATA winter 2019. Chinese carriers are entitled to additional overflying rights nine times weekly on the same temporary basis.
