Turkey has filed a complaint to the WorldTrade Organization (WTO) over the EU’s protectionist measures on steel productsfrom Turkey, in place since March 2018.
作为申诉的一部分，争端谈判将在世贸组织的监督下进行。
As part of the complaint, disputenegotiations will be held under WTO supervision.
土耳其已经启动针对欧盟措施的谈判进程。土耳其表示，这些关税配额和附加税措施限制了土耳其的钢铁出口，是不公平行为。土耳其声称，在关贸总协定下，这是不公平行为。
Turkey has started the process fornegotiations against the EU measures. It says these impose tariff-quotas andadditional taxes that restrict Turkish steel exports by claiming they areunfair practices. Turkey has itself described this as an unfair practice underthe GATT agreement.

The EU implemented provisional safeguardmeasures in 2018 following the introduction of Section 232 tariffs by the US.Although Turkey found these measures to be “…unfair”, the EU decided, aftercompleting its investigation, to apply protectionist measures against 26 steelproducts from Turkey. 在土耳其提出要求后，双方将在世贸组织的监督下进行为期

天的谈判，试图通过谈判解决争端。如果谈判不成功，土耳其的申诉将由
WTO
相关部门在国际法框架下进行裁定。
Following Turkey's request, the partieswill try to solve the dispute by negotiating for 60 days under WTO supervision.If negotiations do not succeed, Turkey’s complaint will be decided by therelevant departments of the WTO in the framework of international law.
土耳其商务部表示，欧盟声称采取保护主义措施的理由是保护欧洲钢铁市场。但实际上，欧盟正在从土耳其以外的国家进口钢铁产品来满足需求。
Turkey’s Ministry of Commerce says the EU’sstated reason for protectionist measures is protection of the European domesticsteel market. However, in reality, the EU is meeting demand for steel productsby imports from countries other than Turkey, it adds.
