Short-Term Consultant: Climate Finance Analyst
Background
About IFC:

About FIG:
IFC’s Financial Institutions Group (“FIG”) works through financial institutions to provide much-needed access to finance for millions of individuals and micro, small, and medium enterprises that we would never be able to reach directly. This is an important part of the WBG strategy to end extreme poverty and build shared prosperity. FIG engages in a wide range of theme including Climate Finance, Digital Financial Inclusion, Banking to Micro/Small/Women businesses, Insurance, Capital Markets, etc., with both investment and advisory services delivered through IFC’s global network.
About IFC Climate Finance:
Enabling emerging markets to mitigate and adapt to climate change is a strategic pillar for IFC. IFC FIG partners with banks and other financial institutions (200 to date, with climate finance portfolios of approximately $26 billion) to fund the urgent need for at least $23 trillion in climate-smart investments. These are necessary to keep temperatures within 2 degrees Celsius above the pre-industrial average and to make the global economy more resilient to climatic extremes. By supporting financial institutions in deploying climate finance, we help to reduce greenhouse gas emissions while supporting businesses’ bottom line.
About IFC Advisory Services:
Providing advice is a critical part of IFC’s strategy to create markets and mobilize private investment. Through this work, we help establish the necessary conditions that will attract the most private capital, enabling the private sector to grow. IFC is shifting to a more strategic approach, systematically linking our advisory programs to the greatest needs identified in WBG country and sector strategies. We will increasingly focus on developing high-impact projects that can help our clients attract the financing they need—particularly in the poorest and most conflict-affected areas of the world.
Scope of Work
IFC is seeking an experienced
Short-Term Consultant
(“STC”)
as
Climate Finance
Analyst
specialized in
market research and
data
analysis, climate finance product innovations, and
project
management
to support the business development and project implementation
for Climate PG of IFC in Asia.
This assignment is estimated to require
a maximum
of one hundred and fifty (150) working days
, from the period from
July 1, 2024,
to June 30, 2025
. The contract might be further extended depending on business
need and performance.
The STC will work with a multi-disciplinary team led
by the Project Leader in Beijing. The STC will be based in China, with some
domestic travels together with IFC team.
The key expected activities are:
1. Market Research
-
Support
Climate PG
to conduct
intensive market research and data analysis and develop innovative climate
finance advisory products, toolkits and/or database.
-
Support
IFC team to track the external market information (including the evolving
government policies and selected sectors), develop appropriate reports and
contribute to related toolkits.
2. Knowledge Management
-
Support knowledge management of the Climate PG, both
externally and internally, including capture, development and dissemination of
information and knowledge, best practices, solutions and project delivery tools
in areas of expertise.

Act
as the
facial point
in organizing and delivering
workshops, conferences, publications and training modules for the key
stakeholders for the Project.

Knowledge products including knowledge
bytes, case study, impact report, video, etc.
3. PMO Coordination
-
Support the IFC Project Leader and team to manage and
oversee the flagship projects via the Project Management Office (“PMO”).
-
Coordinate regular communications/meetings and track
activities with key stakeholders.
-
Support to develop project management documents and
toolkits, including regular PMO reports, impact reports, in good quality and a
timely manner.
The STC is also expected to:

Attend
regular calls with IFC project team to discuss, plan and update project
progress.

Deliver
other deliverables as required by IFC, as needed.
Qualifications
-
Master's degree
with 2 years of experience or equivalent combination of education and
experience in International Economics, Finance and Accounting, or Environmental
Economics.
-
Clear understanding and good knowledge of green economy, its ecosystem
and key stakeholders in China; and knowledge of international best practices
and global trends in the industry – including policy and regulatory environment
– would be a plus.

Working/project
experiences with developmental organization and/or government would be a plus.
-
Demonstrates
active listening skills by paying full attention and asking questions to
clarify client and stakeholder needs and gather required information.
-
Ability to
interact effectively with clients and stakeholders by acting professionally,
responding to their requests and inquiries, delivering what is promised, and
meeting deadlines.

Strong analytical
and problem-solving skills and sound business judgment to identify issues and
present creative and practical solutions.

Undestanding of data
analytics and the tools, strong data processing and modeling capability.

Excellent
written, v
erbal communication and presentation skills in both Mandarin and
English.

Highly motivated,
energetic, team player; and strong attention to detail and quality.

Willingness and ability to travel (if applicable) and work across time
zones.

Capability of
working under pressure to reach the tight deadline.
Supervision
The STC will report to the IFC Project Leader. All
deliverables required for this assignment will be subject to the approval of
IFC Project Leader, and other appropriate IFC technical officers.
All related travel shall be pre-approved by the
Project Leader and related travel expenses shall be covered in accordance with
IFC travel and expense policy. A Back-to-Office Report is required to summary
the key activities, findings and/or observations within 1 week of each travel.
Professional fees to be paid after the completion of
the deliverables to an acceptable quality, and the submission and approval of
invoices, timesheets, and deliverables of an acceptable quality. Reimbursable
expenses, to be paid upon submission and approval of invoices and accompanying
receipts.
Confidentiality Statement
All data and information received from IFC for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to IFC. All materials produced or acquired under terms of this contract - written, graphic, film, magnetic tape, or otherwise - shall remain the property of IFC and may not be used for other purposes than the execution of these terms of references. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the IFC. The rights and duties provided for in this paragraph shall continue, notwithstanding the termination of the contract or the execution of its other provision.
