Meituan, the Chinese food delivery giant, has announced plans to provide social security benefits to some of its riders, starting in the second quarter of 2025. The move is part of its broader efforts to enhance labor protections and improve employment stability in the gig economy.

美团宣布为部分骑手上社保。2月19日港股盘后,美团发布公告称,目前正在搭建骑手社保相关的信息系统,预计2025年二季度开始实施,逐步为全职及稳定兼职骑手缴纳社保。


The program will cover full-time and stable part-time riders, Meituan said in a statement Wednesday. Meituan had 7.45 million riders earning income through its platform in 2023, with about 820,000 of them working at least 260 days.

Amid growing scrutiny of labor conditions, Meituan has been studying social security solutions for its riders and has conducted research across different regions to develop the pilot program in consultation with government authorities.

Since July 2022, under the guidance of China’s Ministry of Human Resources and Social Security, Meituan has led a pilot program for occupational injury insurance, investing 1.4 billion yuan ($193 million) to cover riders in seven provinces and cities. The company plans to expand coverage nationwide.

美团方面表示,为积极构建和谐劳动关系,美团根据新就业形态的特点和新就业群体的实际需求,认真落实骑手权益保障,持续推进骑手社保工作。2022年7月以来,在人社部指导下,美团率先启动新就业形态人员职业伤害保障试点,已出资14亿元为7个试点省市的全量骑手缴纳职业伤害保费,未来将进一步覆盖所有省市所有骑手。


As the food delivery industry matures, Meituan noted that riders are increasingly divided into professional and part-time workers, with many moving into stable long-term roles. Offering benefits to these workers, the company said, would not only protect their interests but support industry growth by fostering a more experienced and reliable delivery workforce.

More than 10 million delivery riders work across China, with most platforms offering only commercial accident or medical insurance on a per-order basis. Many riders remain reluctant to enroll in social security, however, viewing delivery work as a temporary income source and preferring immediate earnings over long-term benefits.

目前,中国外卖骑手的数量已超过1000万人,外卖平台主要为骑手提供意外险或者医疗险等商业保险,不过也是跑单才有的模式。而实际上,不少骑手上社保的意愿不强,或并不需要。外卖配送缺乏职业上升空间,多数人将之视为短期赚钱手段,更希望将社保远期投入变成到手的现钱。


Meituan’s plan coincided with similar moves from JD.com, which said it would begin providing full social security benefits for its full-time delivery riders, starting March 1. Part-time riders will receive accident and health insurance, the company said.
