人才强则事业强,人才兴则军队兴。国防科技大学空天科学学院“拓天”海外优青引育工程旨在对接国家自然科学基金委优秀青年科学基金项目(海外),诚邀一批在航空宇航科学与技术、力学、材料科学与工程等学科领域的海内外优秀青年学者(中国国籍),2025年依托学院申报海外优青项目,或者提前进入“拓天”海外优青苗子池,学院鼎力支持入池苗子后续申报海外优青项目,超常汇聚和引育海内外高端人才,加速锻造一流空天人才方阵,为奋进世界一流、推进强军事业提供有力人才支撑。

申报2025年海外优青项目

基本条件参考《2024年国家自然科学基金优秀青年学者基金项目(海外)指南》(略),最终以2025年发布指南为准。申报对象依托学院入选海外优青后,采取以下方式之一引进并享受配套待遇:

直接引进为高层次文职人员,直接聘为校聘教授(正式编制),评定博士生导师资格,享受高端人才年薪待遇不低于60万元,科研启动经费不低于300万元,安家费不低于60万元,购房前提供1套校内拎包入住的人才公寓;

2

特招入伍为高层次人才,直接聘为校聘教授,评定博士生导师资格,享受相应级别的军官有关政治、工作和生活待遇;

3

合同专职引进为青年科技英才,特聘教授职称,评定博士生导师资格,聘期不低于5年,享受高端人才年薪待遇不低于60万元,科研启动经费不低于300万元,逐月发放租房补助。

通过以上方式加盟学院的海外优青,子女均可享受长沙市优质教育资源就读国防科大附属幼儿园、小学和中学,本人享受湖南省和长沙市为高层次人才提供的系列专属服务。

延揽“拓天”海外优青苗子

基本情况


“拓天”海外优青引育工程主要是前置遴选一批海内外优秀青年学者建立海外优青苗子池,每年选定海外优青苗子10-15人入池,到2027年苗子池规模常态保持30-45人,学院进行专项经费资助和提供专属人才服务,每名苗子资助2-3年、15万元/年,特别优秀的苗子可先合同专职引进享受不超过40万元的年薪,并支持其继续在海外或者送至海外顶尖高校和科研机构求学深造、申报海优,入选海外优青后可通过直接引进文职人员、特招入伍、高薪特聘等方式加盟学院(同上),入选海外优青后不愿意加盟学院的苗子全额退缴资助经费,未入选海外优青的苗子视情不退缴或者部分退缴资助经费,并可采取直引文职、合同专职等方式引进为学术新秀人才,既超前、精准培育和引进一批海内外高端人才为我所用,也助力优秀青年人才借助海外科技创新、实验平台等优势心无旁骛干事创业、学成归来强军兴国。

主要条件


立场坚定、品德优秀,诚实守信、遵纪守法,身心健康、交往纯洁,志愿投身国防科技事业,家庭成员政治背景清楚;

有意赴海外做博士后的国内“双一流”建设高校优秀博士毕业生或者即将毕业的高年级博士生,或者海外知名高校(全球排名前200名)有意继续做博士后的优秀博士毕业生,或者海外知名高校、科研机构教研人员;

具备申报国家自然科学基金优秀青年科学基金项目(海外)的基本学术水平,或者在国际顶刊正刊或者Nature、Science子刊以第一作者(含通信作者、共同第一作者)发表学术论文,或者其他高水平学术成果;

年龄一般不超过35周岁,特别优秀的可适当放宽1-2岁。

申请步骤


个人申请

填写《“拓天”海外优青引育资助申请表》(见附件)附件:“拓天”海外优青引育资助申请表.doc,列为海外优青苗子后不得申请或者享受其他单位同类计划或者项目。

审查审核

按照有关要求进行政治考核和背景审查,个人需提交体格检查和心理检测报告。

专家面试

组织领域内知名专家进行面试评审,评估学术水平是否符合海外优青苗子的标准条件以及能否进行资助。

会议研究

逐级审核研究上报海外优青苗子。

签订协议

学院与海外优青苗子签订《“拓天”海外优青引育资助协议书》。

指定带教导师和创新团队全程跟踪、全面指导苗子申报海外优青,按照“一人一策”全链条、精细化提供人才服务,安排人才专员解读政策、咨询解答,牵线搭桥进行学术匹配和平台支撑,精心组织打磨申报材料、提升申报技巧,密切跟进加强人文关怀、助力成功落地。

High Salary Offered for High-end Nurture!Talent Recruitment for Outstanding Young Scholars Abroad at the National University of Defense Technology's "Tuotian" Program

Apply for overseas Excellent Youth Project in 2025

Basic conditions refer to the “Guidelines for the 2024 NSFC Outstanding Youth Science Fund Program (overseas)”. Please refer to the 2025 Guidelines as the final guide. After being selected as over-seas young talents, candidates will be employed by one of the following ways and enjoy related benefits:

1. Directly introduced as high-level civilian staff: directly appointed as a professor with a permanent position and qualified to supervise doctoral students; enjoys high-level salary of no less than 600,000 CNY per year, research funding of no less than 3 million CNY as well as settlement allowance of no less than 600,000 CNY CNY with an apartment on campus available before house purchase. 

2. Specially conscripted as high-level talent: directly appointed as a professor and qualified to supervise doctoral students; enjoys related political, work and life benefits of officers;

3. Full-time introduced as Young Scientific Talent by contract: distinguished professor titles, assessment of doctoral supervisor qualifications, employment period of not less than 5 years, enjoy high-end talent annual salary of not less than 600,000 yuan, scientific research start-up funds of not less than 3 million yuan, monthly rental subsidies.

Recruiting "Tuotian" overseas outstanding young talents

Basic information

The "Tuotian" Overseas excellent green breeding project is mainly to select a group of outstanding young scholars at home and abroad to establish an overseas excellent green seedling pool, and select 10-15 overseas excellent green seedlings to enter the pool every year. By 2027, the pool will maintain a normal size of 30-45, and the college will provide special funding and exclusive talent services. Each seedling will be funded for 2-3 years and 150,000 yuan/year. Especially excellent children can first contract full-time introduction enjoy an annual salary of not more than 400,000 yuan, and support them to continue to study overseas or sent to overseas top universities and scientific research institutions, apply for sea excellence, after being selected overseas outstanding young people can directly introduce civilian staff, special recruitment, high salary special recruitment and other ways to join the college (ibid.). Those who are not willing to join the college after being selected as overseas outstanding young people will return the funding in full, and those who are not selected as overseas outstanding young people will not return the funding in part or will not return the funding in part according to the situation, and can be introduced as academic rookie talents by direct civilian or contract full-time, so as to cultivate and introduce a number of high-end talents at home and abroad in advance and accurately for our use. It also allows outstanding young talents to take advantage of overseas scientific and technological innovation, experimental conditions and unique platforms to do business without distractions.

Main conditions

1.Stand firm, excellent moral character, honest and trustworthy, law-abiding, physical and mental health, pure communication, volunteer to participate in the cause of national defense science and technology, family members have clear political background;

2. Outstanding doctoral graduates of domestic "double first-class" construction universities or senior doctoral students about to graduate, or outstanding doctoral graduates of overseas well-known universities (top 200 in the world) who intend to continue to do postdoctoral work, or teaching and research personnel of overseas well-known universities and scientific research institutions;

3. Have the basic academic level to apply for the National Natural Science Foundation for Outstanding Young People Science Fund project (overseas), or published academic papers as the first author (including corresponding author or co-first author) in the international top journal or Nature and Science sub-journal, or other high-level academic achievements;

4. The age is generally not more than 35 years old, especially excellent can be appropriately relaxed 1-2 years old.

Application steps

1. Individual application. Fill in the "Tuotian" Overseas Excellent Green Education Funding Application Form "(see annex), listed as overseas excellent green seedlings shall not apply for or enjoy similar plans or projects of other units.

2. Review audit. Political assessment and background checks shall be carried out in accordance with relevant requirements, and individuals shall submit physical examination and psychological examination reports.

3. Expert interviews. Organize well-known experts in the field to conduct interviews and reviews to assess whether the academic level meets the standard conditions of overseas outstanding young children and whether they can be funded.

4. Conference research. Step by step review research to report overseas excellent young seedling.

5. Sign an agreement. The College signed the "Tuotian" Overseas Excellent Green Education Funding Agreement "with overseas excellent green children.

6. Talent service. Designated with the tutor and innovation team to track and guide the whole process of Miao's application for overseas outstanding young people, in accordance with the "one person, one policy" whole chain, to provide fine talent services, arrange talent specialists to interpret policies, consult and answer, connect academic matching and platform support, carefully organize and polish declaration materials, improve declaration skills, closely follow up to strengthen humanistic care, and help the successful landing.
