Edward Liu hosts seminar for the Hong Kong Common Law Practical Training Course

2025年1月7日，海问律师事务所香港办公室合伙人刘洋律师受邀担任首届香港普通法司法实务研修班讲师，并与其他讲者一道为来自中国内地的25名法官以“法律职业共同体：维护法治各司其责”为主题进行研讨会。

On 7 January 2025, Edward Liu, partner at Haiwen & Partners LLP, was invited to serve as a lecturer for the inaugural Hong Kong Common Law Practical Training Course. Alongside other speakers, he moderated a seminar for 25 judges from Mainland of China on the theme "Different Roles in Safeguarding the Rule of Law".

此次研修班是香港国际法律人才培训学院在2024年11月成立的首个项目，从2025年1月6日下午开幕并为期两周。该课程由最高人民法院与学院共同举办，专注于香港普通法体系的实务和操作，旨在促进香港法律界与内地司法界之间的交流，帮助内地司法机构更深入地理解香港的普通法体系。研修班主要以英语授课，通过讲座、研讨、参观等形式向参加课程的内地法官全面介绍香港普通法制度的运作与实践。讲者包括香港法官、司法人员、资深法律界人士和香港国际法律人才培训专家委员会成员。

Following its launch in November 2024, this training course is the first project of the Hong Kong International Legal Talents Training Academy, which commenced on the afternoon of 6 January 2025, and will last for two weeks. Co-organised by the Supreme People's Court and the Academy, the Course aims to facilitate exchanges between the legal systems of Hong Kong and the Mainland, providing a deeper understanding of Hong Kong's common law system. The course, primarily conducted in English, introduces the practical and operational aspects of Hong Kong's common law system to participating Mainland judges through various formats, including lectures, seminars and visits. Speakers include Hong Kong judges and legal officers, experienced legal professionals and members of the Hong Kong International Legal Talents Training Expert Committee.

在研讨会上，刘洋律师作为主持人与香港大律师公会主席、香港高等法院特委法官杜淦堃资深大律师，全国人大代表、香港立法会议员、香港城市大学法学教授梁美芬大律师，以及律政司法治建设办公室首席政府律师欧阳慧儒女士共同探讨法律职业共同体的重要性。刘洋律师在会议中引导讨论，强调各法律职业之间的合作与互补，还特别提到法律职业共同体在推动法治发展中的重要作用，强调各方在法律实践和政策制定中应当加强沟通与合作。他的主持和见解引导了深入的交流，使内地法官更好地理解了香港法律职业共同体的内涵和价值。

During the seminar, Edward Liu, as the moderator, engaged in discussions with Victor Dawes SC, Recorder of the High Court and the Chairman of the Hong Kong Bar Association; Prof. Pricilla Leung, a NPC deputy, Hong Kong Legislative Council member, and law professor at City University of Hong Kong, and Ms. Peggy Au-Yeung, the Principal Government Counsel in the Legal Enhancement and Development Office, the Department of Justice. Edward emphasised the importance of cooperation and complementarity among various legal professions and highlighted the crucial role that the legal profession community plays in promoting the development of the rule of law. He stressed the need for enhanced communication and collaboration among all parties in legal practice and policy-making. His guidance and insights facilitated in-depth exchanges, enabling the Mainland judges to better understand the connotations and value of the Hong Kong legal profession community.

研修班由最高院研究室副主任司艳丽法官带队，25名学员主要来自最高院以及广东省高级人民法院和粤港澳大湾区内地九市法院的法官。香港律政司司长林定国资深大律师主讲首场讲座。

The training course is led by Judge Si Yanli, Deputy Director of the Research Office of the SPC, with 25 judges from the SPC, the Higher People's Court of Guangdong, and courts in the nine Mainland cities of the Greater Bay Area. Secretary for Justice Paul Lam spoke at an opening ceremony for the course before delivering its first lecture.
