2025年2月26-27日，二十国集团（G20）主席国南非在开普敦召开今年首次G20财长和央行行长会，讨论了全球经济形势、国际金融架构、金融部门改革、可持续金融等议题的全年工作安排。
中国人民银行副行长宣昌能出席会议并发言。
会议认为，全球经济增长呈现韧性，但面临地缘政治紧张、经济碎片化、贸易保护主义等不确定性和下行风险。各方同意继续加强宏观政策协调，推动全球经济实现强劲、可持续、平衡和包容性增长。会议重申支持强劲的、以份额为基础的、资源充足的基金组织作为全球金融安全网的核心，欢迎基金组织执董会于2025年6月前形成指导份额占比调整的总体安排，包括在第十七次份额改革下制定新的份额公式，以更好地反映成员国在全球经济中的相对地位。会议肯定发展可持续金融的重要意义，将重点推动完善全球可持续金融架构、扩大气候适应融资等工作。
宣昌能在发言中表示,中国经济持续回升向好，中国人民银行在推动落实金融改革、促进跨境支付发展等方面取得了务实成果。中国人民银行作为G20可持续金融工作组联合主席，将继续与各方共同推动今年工作取得积极成果。
会议期间，宣昌能会见了巴西央行行长加利波罗、阿根廷央行行长鲍希利、澳大利亚央行行长布洛克、英格兰银行副行长布里登以及欧委会经济金融事务总司总司长韦尔维，就双边金融合作等议题交换了意见。
Deputy Governor Xuan Changneng Attends G20 Finance Ministers and Central Bank Governors Meeting
The first G20 Finance Ministers and Central Bank Governors Meeting under the South Africa Presidency was held in Cape Town on February 26th and 27th, 2025. The meeting discussed global economic outlooks, as well as the 2025 work plans for key topics such as international financial architecture, financial sector reform and sustainable finance. Deputy Governor Xuan Changneng attended the meeting and made statements on behalf of PBOC.
The overall view of the meeting was that the global economy remains broadly resilient, but uncertainties and downside risks remain, including geopolitical tensions, economic fragmentation and trade protectionism. All sides agreed to further enhance macro policy coordination, and work toward the strong sustainable, balanced and inclusive growth of the global economy. The Ministers and Governors reiterated the commitment to a strong, quota-based, and adequately resourced IMF at the center of the Global Financial Safety Net. They welcomed the IMF Executive Board’s work to develop by June 2025 possible approaches as a guide for further quota realignment, including through a new quota formula under the 17th General Review of Quota, to better reflect members’ relative positions in the world economy. Members acknowledged the significance of sustainable finance, and agreed to prioritize improving the global sustainable finance architecture, catalyzing climate adaptation finance and so on.
Deputy Governor Xuan Changneng stated that the Chinese economy has continued to pick up and the People’s Bank of China (PBOC) has achieved pragmatic results in areas such as implementing financial reforms and promoting cross-border payment connectivity. He noted that, as the co-chair of the G20 Sustainable Finance Working Group, the PBOC will collaborate with all sides on advancing sustainable finance and strive for greater progress in the year of 2025.
