ICCPS 2024 | Professor Zhenming Chen:"AI for Public Policy" or "Policy Intelligence"—a Research Agenda of "AI+Public Policy"


2024年6月15日,在北京师范大学英东学术会堂举行的首届中国公共政策研究国际学术会议上,厦门大学公共政策研究院院长陈振明教授围绕“AI+公共政策”主题发表了精彩演讲,引起与会者的广泛关注,也为公共政策领域研究者提供了新的思路和方向。

陈振明教授立足于全球视野,揭示了智能时代对人类社会演进产生的深远影响,并强调了当今公共政策与治理理论与实践发展的新场景:数据化和智能化决策的实践趋势不断增强,数智化驱动的公共政策新范式日益凸显。陈教授认为,公共政策是数智化时代最值得研究的社会科学领域之一,并分别从数智时代特征、科学范式演进、“AI+公共政策”研究前景三个方面对主题内容展开深入阐述。

陈教授以标志性事件和新闻热点ChatGPT为开端,生动地阐述了人工智能在理解以及与真实世界场景互动的能力,直观地介绍了人工智能技术的前沿发展,分享了他对于智能时代来临与“数字化生存”的关注与思考。同时,他还强调了公共政策研究在科技发展背景下的重要性:公共政策研究不仅需要传统的理论和方法,还需要紧跟科技发展的步伐,融合新兴技术的研究成果。其次,陈教授对从数据驱动到AI驱动的范式演进展开深刻阐述,重点介绍了AI for Science或科学研究“第五范式”,即“人工智能驱动的科学研究”。陈教授指出,当前“人工智能驱动的社会科学研究”以及“人工智能驱动的公共治理研究”正在兴起,社会科学与公共政策研究的方法、范围和主题以及知识形态和图景也将随之发生改变。简言之,包括公共管理与公共政策在内的社会科学领域正在经历一场方法论革命。然后,陈教授围绕“AI+公共政策”的研究议程与前景展开论述,强调AI在政府决策与服务中的重要地位与作用。相较于传统模式,数字化技术已从辅助性工具转变为影响决策方案和议程的重要因素,数据化与智能化的公共决策主体和模式正在逐步走向人机协同与人机融合。

最后,陈教授表示,公共政策正处于一个新的转折点,必须高度重视科学研究。研究者和政策实践者都要高度重视AI技术发展带来的复杂公共政策问题,并为推动公共政策的发展贡献自己的力量。同时,他也希望与更多的专家学者进行交流和合作,共同推动政策科学的繁荣发展。

Professor Chen Zhenming, Director of the Institute of Public Policy Studies, delivered an inspiring speech on "AI for Public Policy" or "Policy Intelligence"—a research agenda of "AI+Public Policy" at the inaugural International Conference on Chinese Public Policy Research, which held at the Yingdong Academic Hall of Beijing Normal University on June 15, 2024. His speech attracted widespread attention from the attendees and provided new insights and directions for other scholars in the field of public policy.

From a global perspective, Prof. Chen reveals the far-reaching impact of the Intelligent Age on the evolution of human society. He emphasized the new scenario for the development of public policy and governance theory and practice: There is a growing trend towards the practice of data-enabled and intelligent decision-making, and a new paradigm of digitally-driven public policy is gaining prominence. Prof. Chen believes that public policy is one of the most worthwhile social science fields to study in the era of digital intelligence and elaborates on the topic from three aspects, the characteristics of the digital intelligence era, the evolution of scientific paradigm, and the research prospect of "AI+Public Policy".

Starting with the landmark event and news hotspot ChatGPT, Prof. Chen vividly explained the ability of AI in understanding and interacting with real-world scenarios. He provided a straightforward introduction to the forefront developments of AI technology, and triggered concerns and thoughts about the advent of the intelligence era and "digital survival". Furthermore, he emphasized the importance of public policy research in the context of scientific and technological development. At the same time, he also emphasized the importance of public policy research in the context of scientific and technological development, and that public policy research not only requires traditional theories and methods, but also needs to keep pace with the development of science and technology, and integrate the research results of emerging technologies. Secondly, Professor Chen discussed the paradigm shift from data-driven to AI-driven approaches, highlighting the fifth paradigm of AI for Science or AI-driven scientific research. He mentioned that digital driving must combine with high technology to bring about significant transformations in scientific research, which underscores the meaning of digital driving and interdisciplinary combinations. AI-driven social science research and AI-driven public governance research are emerging, changing the methods, scope, themes, and knowledge forms and landscapes of social science and public policy research. In brief, social sciences, including public management and public policy, are experiencing a methodological revolution. Then, Prof. Chen discussed the research agenda and prospect of "AI+Public Policy" and emphasized the important position of AI in government decision-making and services, compared with the traditional model, that digital technology has moved from being an assistive tool to being an important influence on decision-making programmes and agendas. The main body of public decision-making and mode of data-intelligent gradually moving towards human-machine collaboration and human-machine fusion and human-machine integration.

Prof. Chen stated that public policy is at a new turning point. Scholars and policy practitioners need to pay close attention to the complex public policy issues posed by the development of AI technology and contribute to the advancement of public policy. At the same time, he also hoped to communicate and cooperate with more experts and scholars, and jointly promote the prosperity of policy science.
