应中共中央政治局委员、外交部长王毅邀请，第79届联合国大会主席菲勒蒙·扬将于10月30日至11月3日访华。

At the invitation of Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi, Philémon Yang, President of the 79th session of the UN General Assembly, will visit China from October 30 to November 3.

印度报业托拉斯记者：发言人曾表示中印边界脱离接触进展顺利。有报道称双方脱离接触或许于今天完成。发言人能否介绍印中在边境实际控制线地区脱离接触的最新进展？

PTI: Earlier you said that the process of disengagement was going on smoothly. Some reports said that perhaps it is ending today. Can you please update us about the process of disengagement in the India-China border along the Line of Actual Control that is going on?

林剑：不久前，中印双方就边境有关问题达成解决方案。目前，双方一线部队正在有序推进落实工作。

Lin Jian: China and India recently reached resolutions on relevant issues concerning the border. At the moment, the Chinese and Indian frontier troops are implementing the resolutions in an orderly way.

日本广播协会记者：美国国务院发言人在10月28日的记者会上透露，美方已就朝鲜派兵俄罗斯的问题与中方进行了磋商，并表达对此事的担忧。在昨天的记者会上，发言人表示不了解有关情况。今天发言人是否有可进一步分享的信息？

NHK: The Spokesperson of the US State Department said on the press briefing on October 28 that the US has communicated with China on the deployment of DPRK troops to Russia and expressed concerns about this matter. At yesterday’s press conference, you said you were not familiar with that. Do you have any information to share today?

林剑：我没有可以提供的信息。中方在乌克兰危机和朝鲜半岛问题上的立场是一贯的。

Lin Jian: I have nothing to share. China’s position on the Ukraine crisis and the Korean Peninsula issue is consistent.

印度报业托拉斯记者：追问一下，中印边界脱离接触是否有最后期限？

PTI: Follow up on what I asked earlier. Is there a kind of a deadline to this particular process of disengagement?

林剑：我没有进一步补充的信息。

Lin Jian: I have nothing to add.

德国电视二台记者：我的问题与欧盟今天开始对中国电动汽车加征关税有关。中国政府是否仍希望磋商能够取得成果？我们听说中国政府已要求本国汽车制造商暂停在欧洲投资或建设汽车工厂。发言人能否介绍相关情况？

ZDF: My question is on the EU tariffs which come into effect today on the EV cars from China. Does the Chinese government still have some hope that the negotiations will come to a result and following up, we heard that there was a directive from the Chinese government to the Chinese carmakers to hold or stop investment or building of car factories in Europe. Can you share any information on that?

林剑：关于欧盟对中国电动汽车加征关税的问题，中国商务部发言人已就此阐明中方立场。我想强调的是，在没有业界申请的情况下，欧盟机构执意对中国电动汽车进行反补贴调查并加征高额关税是典型的贸易保护主义行为，将损害中欧产业链供应链合作，损害欧洲消费者利益，损害欧盟绿色转型和全球应对气候变化的努力。

Lin Jian: The Spokesperson of China’s Ministry of Commerce has elaborated on China’s position on the EU’s tariff increase on Chinese EVs. Let me stress that the EU’s anti-subsidy probe and high tariffs on Chinese EVs—neither of which were demanded by the industry—is pure protectionism detrimental to China-EU industrial and supply chain cooperation, to European consumers, and to EU’s green transition and global climate response.

对话合作是中欧关系的主基调，互利共赢是中欧经贸合作的本质。在相互尊重的基础上，通过对话协商妥处经贸摩擦符合中欧共同利益，也是双方企业和民众的普遍期待。希望欧方以建设性态度与中方继续推进磋商，展现诚意和灵活性，寻求解决方案，避免贸易摩擦扩大升级。

Dialogue and cooperation is the underlying feature of China-EU relations, and China-EU trade and economic cooperation is mutually beneficial in nature. Trade frictions should be dealt with properly through dialogue and consultation based on mutual respect, which is in the interests of both China and the EU, and what the business community and the wider public would expect. We urge the EU to continue its consultations with China, work constructively and show sincerity and flexibility to find the solution and avoid escalating trade frictions.

《中国日报》记者：近期，中国政府密集推出一揽子增量政策，支持扩大内需和提振投资消费，受到国际社会广泛关注。新加坡国务资政李显龙认为，中方出台的措施有助于提升信心和需求。德国联邦经济发展和对外贸易协会主席舒曼表示，一揽子增量政策对增强市场信心发挥了关键作用，中国经济保持增长，对全球市场意义重大。请问发言人对此有何评论？

China Daily: Recently, the Chinese government has rolled out a package of incremental policies to encourage and expand domestic demand and boost investment and consumption. These policies have drawn widespread attention from the international community. Singapore’s Senior Minister Lee Hsien Loong noted that the measures issued by the Chinese government are conducive to lifting confidence and demand. Michael Schumann, Chairman of the Board of the German Federal Association for Economic Development and Foreign Trade said that the batch of incremental policies plays a crucial role in boosting market confidence, and the sustained growth of China’s economy is very important to global market. What is your comment?

林剑：今年以来，中国经济总体平稳、稳中有进，活力与韧性集中显现。今年前三季度我们同160多个国家和地区贸易量实现增长，进出口总额创下新高，国内生产总值增速在全球主要经济体中名列前茅，这些都是中国经济“升温”可知可感的实例，再次说明中国经济长期向好的基本趋势没有改变。

Lin Jian: Since the beginning of this year, China’s economy has been on a generally steady, sound and upward trajectory, showing both dynamism and resilience. In the first three quarters of this year, China’s trade volume with over 160 countries and regions increased, total import and export hit a record high, and China was leading major economies in the world in terms of GDP growth. These speak volume about the booming Chinese economy, and prove once again that the overall trend of China’s steady growth in the long run has not changed.

近期中国政府多部门积极出台一揽子增量政策，进一步释放经济增长潜力，激发消费和投资热情，提振了国际社会对中国发展的信心。高盛集团、摩根大通、瑞士银行等国际金融机构纷纷上调今年中国经济增速预期；在近期面向百余家瑞士企业的调查中，企业决策者们普遍表示对在华业务充满信心，近半数受访者将中国列为三大投资目的地之一。

The package of incremental policies rolled out by multiple Chinese authorities recently further unlocks growth potential, spurs consumption and investment, and boosts the world’s confidence in China’s development. International financial institutions, including Goldman Sachs, J.P. Morgan, the Swiss National Bank, have raised their forecast for China’s economic growth this year. In a recent survey of over 100 Swiss businesses, the decision-makers of these firms largely maintain a high level of confidence in successfully doing business in China, and around 50% of respondents consider China to be among their top 3 global investment priorities.

The positive momentum of China’s steady growth provides stability for global economic recovery. 路透社记者：俄罗斯媒体报道称，今天俄罗斯副外长鲁登科在北京与王毅外长会见，请问双方是否讨论或打算讨论朝鲜军队参加俄乌冲突的有关问题？如果讨论了，能否进一步分享信息？

Reuters: Russian media reported that Russian Deputy Foreign Minister Andrey Rudenko met with Foreign Minister Wang Yi in Beijing today. Did the two sides discuss or plan to discuss issues related to DPRK troops’ participation in the conflict between Russia and Ukraine. If yes, can you share more information?

林剑：关于乌克兰危机，中方的立场是一贯的。

Lin Jian: China’s position on the Ukraine crisis is consistent.

德国电视二台记者：重复一下我刚才的问题。我们听说中国政府已要求本国汽车制造商暂停在欧洲投资或建设汽车工厂。发言人能否介绍相关情况？

ZDF: This is the second part of my first question. We heard that there was some understanding or some directive from the Chinese government to Chinese carmakers. Can you share any information about their being asked to stop or hold investment or building of EV car factories in Europe?

Lin Jian: I’d refer you to competent authorities for specifics.

路透社记者：据《中国民航报》报道，加拿大航空公司计划增加加中直航航班。在面对两国贸易分歧的情况下，中方如何看待加方这一举措，对目前中加关系持何立场和态度？

Reuters: CAAC News reported that Air Canada plans to increase the number of direct flights between Canada and China. In light of the trade disputes between the two countries, how does China view this step? What’s China’s position and attitude towards its relations with Canada?

林剑：关于加拿大航空公司计划增加中加直航航班，建议你向中方主管部门询问。中方对发展中加关系的立场是一贯和明确的。我们重视加方这一举措，希望加方继续为两国正常人员往来创造良好条件。

Lin Jian: On Air Canada’s plan of increasing the number of direct flights between China and Canada, I’d refer you to competent Chinese authorities. China’s position on growing China-Canada relations is consistent and clear. We value this step by the Canadian side, and hope that Canada will continue to create sound conditions for normal exchange of personnel between China and Canada.

法新社记者：关于俄罗斯副外长鲁登科今天在北京与王毅外长会见，发言人能否介绍会见情况，包括朝鲜向俄罗斯派军有关内容？

AFP: Just a follow-up on Andrey Rudenko’s meeting with Wang Yi in Beijing today. Can you provide details on what was discussed at that meeting, including the topic of North Korean troops in Russia?

林剑：我刚才已经回答了这个问题。

Lin Jian: I answered this question just now.

Reuters: Many European heads of state have visited China recently. Is China inviting these leaders in rapid succession to urge them to play a constructive role in the EU’s tariff increase on Chinese electric vehicles?

林剑：中欧之间有着正常的各层级往来。刚才我也强调了，对话合作是中欧关系的主基调，互利共赢是中欧经贸合作的本质。在相互尊重的基础上，通过对话协商妥处经贸摩擦符合中欧共同利益，也是双方企业和民众的普遍期待。希望欧方以建设性态度与中方继续推进磋商，展现诚意和灵活性，寻求解决方案，避免贸易摩擦扩大升级。

Lin Jian: China and Europe have normal exchanges at various levels. As I just stressed, dialogue and cooperation is the underlying feature of China-EU relations, and China-EU trade and economic cooperation is mutually beneficial in nature. Trade frictions should be dealt with properly through dialogue and consultation based on mutual respect, which is in the interests of both China and the EU, and what the business community and the wider public would expect. We urge the EU to continue its consultations with China, work constructively and show sincerity and flexibility to find the solution and avoid escalating trade frictions.

法新社记者：据印度尼西亚媒体报道，印尼总统普拉博沃将访华。请问发言人能否证实？

AFP: Indonesia’s President Prabowo Subianto is set to visit China, according to Indonesian media. Can you confirm this?

林剑：在两国元首战略引领下，中印尼关系保持强劲发展势头。前不久，习近平主席特别代表、国家副主席韩正出席了普拉博沃总统就职仪式，体现了中方对印尼新政府的坚定支持。中方愿同印尼保持密切沟通协调，深化全方位战略合作，推动中印尼命运共同体建设不断取得更大发展，更好造福两国人民。

Lin Jian: Under the strategic guidance of the heads of state of the two countries, China-Indonesia relations have maintained a robust momentum of growth. Not long ago, China’s Vice President Han Zheng, as President Xi Jinping’s special representative, attended the inauguration of President Prabowo Subianto, which shows the firm support of China for the new government of Indonesia. China is ready to maintain close communication and coordination with Indonesia, deepen strategic cooperation across the board, and promote even greater progress in the building of the China-Indonesia community with a shared future, to deliver more benefits to the two peoples.
